Background
The United Nations Population Fund (UNFPA) is the leading UN agency dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. As part of its commitment to improving sexual and reproductive health and rights (SRHR), UNFPA is actively working in the Pacific region through the 7th Multi-Country Programme (MCP7) for 14 Pacific Island Countries and Territories (Fiji, Federated States of Micronesia, Kiribati, Nauru, Palau, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, Cook Islands, Niue, and Tokelau).
UNFPA’s new program focuses on achieving three transformative results by 2025:
- Ending preventable maternal deaths.
- Ending unmet need for family planning.
- Ending gender-based violence and harmful practices.
One of the key programs, the Transformative Agenda for Women, Adolescents, and Youth in the Pacific, aims to improve sexual and reproductive health and rights across nine priority countries: Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Samoa, Solomon Islands, Tonga, and Vanuatu. As part of this initiative, UNFPA seeks to finalize the Nauru Youth Policy and associated frameworks to enhance youth development, with a focus on sexual and reproductive health.
Consultancy Opportunity
UNFPA is seeking an International Youth Policy Consultant to support the finalization of the Nauru Youth Policy and associated frameworks. This position offers an exciting opportunity for an expert to contribute to a critical initiative impacting youth in the Pacific region.

Key Responsibilities
As the Youth Policy Consultant, the selected individual will be responsible for the following key tasks:
- Policy Development Support: Assist in the finalization of the Nauru Youth Policy by reviewing and enhancing existing drafts, frameworks, and strategies based on consultation with stakeholders.
- Framework Alignment: Ensure that the policy and frameworks align with UNFPA’s strategic goals for the Pacific region, focusing on youth empowerment, sexual and reproductive health, and rights.
- Stakeholder Engagement: Facilitate discussions with national stakeholders, including government representatives, youth groups, and civil society organizations, to incorporate their feedback into the policy framework.
- Drafting and Finalizing Documentation: Provide technical expertise in drafting and revising policy documents, ensuring clarity, coherence, and alignment with international standards.
- Capacity Building: Support capacity-building efforts for local stakeholders, helping to strengthen their understanding and implementation of youth policies and frameworks.
- Reporting: Provide detailed reports on progress, challenges, and recommendations to UNFPA and relevant partners throughout the consultancy period.
Required Qualifications
To be considered for this consultancy, applicants must meet the following qualifications:
- Educational Background: Advanced degree in Social Sciences, Public Policy, International Development, or a related field.
- Professional Experience: A minimum of 5 years of experience in policy development, particularly in youth empowerment, sexual and reproductive health, and rights, or related sectors in international development.
- Regional Experience: Prior experience working in the Pacific region is highly desirable, particularly with youth-focused policies or programs.
- Expertise in Youth Issues: Strong knowledge and understanding of youth development challenges in the Pacific, with a focus on sexual and reproductive health and rights.
- Excellent Writing and Communication Skills: Ability to write clear, concise policy documents and reports in English. Fluency in additional Pacific languages is a plus.
- Cultural Sensitivity: Ability to work in a culturally diverse environment and adapt strategies to local contexts.
