Action Against Hunger (ACF) International is a global humanitarian organization dedicated to ending hunger worldwide. ACF works to save the lives of malnourished children and ensures that communities have access to safe water and sustainable solutions to hunger. As part of its ongoing efforts, ACF is seeking an experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager to oversee the implementation of MEAL activities for the RESILAC project in Borno, Nigeria. This position will play a crucial role in improving the overall monitoring, evaluation, and learning framework for the project, ensuring its success and long-term impact.

Key Responsibilities:

  • Develop and Coordinate MEAL Strategy: Work closely with consortium members, the National Project Coordinator, and the RESILAC Regional Advisor for MEAL to contribute to the development of the national MEAL strategy. Ensure that the project’s Monitoring and Evaluation (M&E) framework is aligned with the program objectives and activities.
  • Develop MEAL Framework: Design and implement the program’s MEAL framework, including a comprehensive Monitoring and Evaluation Plan that facilitates the tracking of activities, assessment of results, and documentation of key lessons and achievements throughout the project’s lifespan.
  • Improve MEAL Tools: Contribute to the improvement and harmonization of MEAL tools across the consortium to facilitate effective data collection and accurate monitoring of activities. Ensure the tools are aligned with international standards and adapted to the context of the project.
  • Promote MEAL Information Flow: Ensure the effective flow of MEAL data and information between consortium partners through a pre-established communication process. This will help maintain transparency and strengthen the collaboration between consortium members.
  • Coordinate MEAL Activities: Plan and coordinate all MEAL activities across the project lifecycle. Compile and analyze the data collected, ensuring it aligns with the indicators and reporting requirements of the program.
  • Facilitate MEAL Training: Organize and facilitate training sessions on MEAL and the Core Humanitarian Standard (CHS) for field teams and partners. Promote capacity building in M&E practices and accountability mechanisms within the team.
  • Oversee Feedback and Complaints Mechanisms: Manage the feedback and complaints mechanisms to ensure that communities’ concerns are addressed promptly and adequately. Produce quarterly consolidated national reports on feedback received.
  • Promote Knowledge Sharing: Lead the development of a learning framework to foster the sharing of experiences and best practices among the RESILAC project MEAL managers. Facilitate workshops, cross-visits, and discussion forums to promote learning and improve program implementation.
  • Evaluate and Review: Participate in the development of Terms of Reference for program evaluations, including territorial diagnosis, baseline, midline, and endline assessments. Ensure that these evaluations are designed and implemented to reflect the true impact of the project.
  • Data Collection and Analysis: Lead and oversee the data collection process for needs assessments, household registrations, baseline/endline surveys, Post Distribution Monitoring (PDMs), and other necessary evaluations. Ensure that high-quality data is gathered and analyzed using the appropriate methodologies.
  • Monitor Territorial Areas of Intervention: Establish a regular process for mapping the intervention areas, providing critical information about geographical and demographic contexts. Ensure that this data is continuously updated and accessible.

Position Requirements:

  • Academic Qualifications: A university degree or equivalent in Economics, International Development, Agriculture, Statistics, Public Health, Project Management, Demography, Monitoring and Evaluation, or a related field.
  • Experience: A minimum of 3 years of experience in Monitoring and Evaluation (M&E), with at least 1 year in a managerial position. Experience in community development programs, preferably in food security, economic recovery, and cash transfer programs, is an advantage.
  • Skills and Expertise:
    • Proficient in the project cycle management.
    • Experienced in facilitating workshops on planning, tool development, and capacity-building.
    • Strong interpersonal and organizational skills, with the ability to influence and work effectively in team settings.
    • Proficient in Microsoft Excel, SPSS, Sphere standards, and other relevant M&E tools.
    • Familiarity with mobile data collection platforms.
    • Knowledge of participatory fieldwork methodologies.
    • Strong analytical and writing skills for reporting and synthesizing findings.
    • Fluent in English (both spoken and written). Proficiency in Hausa and/or Kanuri is a plus.
  • Personal Attributes:
    • Motivated, open-minded, creative, responsible, and culturally sensitive.
    • Ability to work under pressure in remote locations with limited services.
    • Willingness to travel regularly to the field.
