Consultancy Overview
Under the project Pathways to Reproductive Justice: Intersectional Feminist Approaches to Advancing Health and Rights in Latin America, funded by Sida (Swedish International Development Cooperation Agency), Fòs Feminista seeks to develop a practical tool to measure and report on feminist humanitarian responses. This tool will assess both service delivery and advocacy efforts in humanitarian settings, as defined by Fòs Feminista. The goal is to provide partners with a means to evaluate and share information on their feminist responses, thereby strengthening and amplifying evidence-based approaches to emergency preparedness and response.
Consultancy Objectives
- Develop a Measurement Tool: Create a tool that enables partners to assess and report on feminist humanitarian responses in service delivery and advocacy.
- Accompanying Manual: Provide a comprehensive manual detailing the tool’s application and use.
- Pilot and Validation: Conduct pilot workshops in English and Spanish to validate the tool and gather feedback.
- Integration: Ensure the tool aligns with existing data-sharing mechanisms used by Fòs Feminista and its partners.
Key Deliverables
- Inception Report (Due July 20, 2025): Outline the consultancy’s approach, methodologies, work plan, and timeline.
- Draft Tool and Manual (Due August 15, 2025): Present the initial version of the measurement tool and its accompanying manual.
- Final Tool and Manual (Due September 1, 2025): Incorporate feedback from the pilot phase to finalize the tool and manual.
- Pilot Workshops (Scheduled for September 15, 2025): Facilitate virtual workshops in English and Spanish to test and refine the tool.
Consultant Qualifications
Required:
- Proven experience in feminist monitoring, evaluation, accountability, and learning methodologies.
- Expertise in developing tools for measuring work in humanitarian settings.
- Experience partnering with feminist organizations in the Global South.
- Master’s degree or PhD in a relevant field.
- Fluent in English and Spanish, both verbal and written.
- Strong interpersonal skills with the ability to collaborate effectively in multicultural settings across multiple time zones.
- Ability to work independently and manage multiple tasks under tight deadlines.
Desirable:
- Familiarity with Sida requirements or reporting.
- Fluency in French or Portuguese.

Budget and Payment Terms
- Total Budget: USD 10,000
- Payment Schedule:
- 30% upon approval of the Inception Report.
- 70% upon approval of the Final Report and completion of the assignment.
The consultancy will be conducted 100% virtually. Fòs Feminista will support the consultant in arranging logistics, including virtual platforms and interpretation services, for meetings and interviews with partners.
