About role

The King Hussein Foundation (KHF) is seeking a highly qualified Program Manager to lead a multi-sectoral program that delivers essential protection and services to survivors of violence. This program is designed to meet the specific needs of survivors within the Jordanian context, ensuring that interventions are grounded in a survivor-centered, culturally appropriate, and rights-based approach.

The Program Manager will be responsible for overseeing program implementation, institutional capacity building, inter-agency coordination, and research integration. The ideal candidate will have extensive experience in gender-based violence (GBV) prevention and response, policy advocacy, and strengthening systems that support survivors across healthcare, social services, shelters, and civil society organizations.

Key Responsibilities

Program Leadership and Coordination

  • Lead the design, planning, implementation, and evaluation of a comprehensive survivor-centered program addressing gender-based violence.
  • Ensure coordination across sectors including healthcare, legal, psychosocial, and shelter services to deliver holistic, survivor-centered support.
  • Provide strategic leadership for the integration of services and capacity building at institutional, community, and policy levels.
  • Oversee the development and execution of work plans, ensuring program activities align with national frameworks, donor requirements, and international best practices.

Capacity Building and Technical Support

  • Design and implement capacity-building initiatives tailored to public institutions, private healthcare providers, civil society organizations, and shelter staff.
  • Promote survivor-centered, trauma-informed care through training and technical assistance.
  • Foster cross-sector collaboration to strengthen referral pathways, case management systems, and service coordination mechanisms.

Evidence-Based Programming

  • Utilize data and research to shape program strategies, improve service delivery, and support policy reform.
  • Work closely with research partners to integrate monitoring, evaluation, and learning (MEL) into all stages of the program.
  • Contribute to knowledge generation and dissemination of lessons learned to support scale-up and replication of effective models.

Policy and Advocacy

  • Support advocacy efforts aimed at influencing sustainable legislation and policies to protect the rights and dignity of survivors.
  • Engage with government counterparts, policymakers, and civil society leaders to advance gender equality and survivor protection agendas.
  • Represent the program in relevant national and international coordination bodies, technical working groups, and donor meetings.

Financial and Administrative Management

  • Oversee program budgeting, financial monitoring, and procurement in compliance with KHF policies and donor regulations, particularly USAID.
  • Prepare high-quality narrative and financial reports for internal stakeholders and external donors.
  • Manage risk, ensure quality assurance, and maintain accountability and transparency in program implementation.

Required Qualifications and Experience

Candidates must demonstrate the following:

  1. Educational Background:
    • A bachelor’s or master’s degree in social work, public health, psychology, international development, or a related discipline.
  2. Professional Experience:
    • A minimum of 5 years of progressively responsible experience in managing complex programs addressing GBV, survivor support services, or social protection, preferably within humanitarian or development settings.
  3. Contextual Expertise:
    • In-depth knowledge of the Jordanian social, cultural, legal, and institutional context, particularly as it relates to gender issues and the needs of survivors of violence.
  4. Program Management Skills:
    • Proven ability to design, implement, monitor, and evaluate multi-sectoral programs.
    • Experience with donor reporting (particularly USAID), compliance, and budget management is required.
  5. Capacity Building:
    • Demonstrated experience in institutional capacity strengthening, with an emphasis on trauma-informed, survivor-centered service models.
  6. Evidence-Informed Practice:
    • Familiarity with qualitative and quantitative research methodologies.
    • Ability to integrate evidence and data into programmatic decisions and advocacy strategies.
  7. Advocacy and Policy Engagement:
    • Experience supporting or leading policy advocacy initiatives aimed at advancing legal and institutional reform related to GBV and survivor protection.
  8. Interpersonal Skills:
    • Respect for diversity, cultural sensitivity, and the ability to work effectively with a wide range of partners including government, NGOs, and community groups.
  9. Language Proficiency:
    • Excellent oral and written communication skills in Arabic and English are required.
  10. Values and Commitment:
  • A strong commitment to survivor rights, gender equity, and the principles of empowerment, confidentiality, and non-discrimination.
