About the Smart Africa Trust Alliance (SATA)
The Smart Africa Trust Alliance (SATA) serves as the operational and coordination mechanism to enable the cross-border use of digital identities and data, thereby stimulating trade and services across Africa. SATA focuses on harmonizing digital policies and standards among African countries, ensuring the interoperability of digital systems, and addressing challenges such as fragmented legal frameworks and limited institutional capacity. Its mission is to build trust in digital transactions and realize the African Single Digital Market.
Position Overview
The Project Manager – eGovernance and Digital ID will play a pivotal role in leading and managing initiatives under the SATA framework. This position involves overseeing the development, rollout, and continuous improvement of e-Governance initiatives, as well as the design, development, and deployment of digital public services across Smart Africa Member States. The Project Manager will drive the implementation of secure, interoperable digital identity and Know Your Customer (KYC) frameworks, ensuring alignment with regional standards and compliance with data protection, cybersecurity, and privacy regulations.
Key Responsibilities
- Leadership and Strategy Development: Lead the development and execution of e-Governance initiatives under the SATA framework, aligning with the strategic objectives of Smart Africa.
- Project Management: Oversee the design, development, and deployment of digital public services, ensuring timely delivery, adherence to budgets, and quality assurance of deliverables.
- Digital Identity Implementation: Drive the adoption of secure and interoperable digital identity solutions, including KYC frameworks, ensuring compliance with regional standards and regulations.
- Stakeholder Engagement: Collaborate with Smart Africa Member States, regional economic communities, and other stakeholders to promote the adoption of harmonized digital identity solutions.
- Capacity Building: Develop and deliver training materials and workshops to enhance the capabilities of national e-Governance institutions.
- Monitoring and Reporting: Prepare and submit regular project status reports, communication materials, and contribute to EU-mandated visibility actions.
Qualifications
- Education: A degree in Information Technology, Public Administration, International Development, or a related field. A Master’s degree is preferred.
- Experience: At least 5 years of experience in project management, with a focus on e-Governance, digital identity, or digital transformation initiatives. Experience working in an international or multi-stakeholder environment is highly desirable.
- Skills:
- Strong understanding of digital identity systems, KYC frameworks, and e-Governance best practices.
- Proficiency in project management tools and methodologies.
- Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
- Fluency in English is required; proficiency in French or Portuguese is an asset.
