Background
The Organization for Refuge, Asylum, and Migration (ORAM) is committed to advancing the protection and inclusion of LGBTIQ displaced individuals in humanitarian contexts. Through localized, rights-based, and community-led approaches, ORAM’s Inclusion Program has already delivered comprehensive training in Central & Eastern Europe and Kenya. This initiative has engaged over 200 organizations, conducted in-depth research, and facilitated a multi-country stakeholder consortium.
To further evaluate the impact of this work, ORAM is seeking an experienced Monitoring, Evaluation, Assessment, and Learning (MEAL) Consultant. The consultant will assess the program’s broader impact, develop project management and MEAL tools, and produce a report to guide operational decisions, donor reporting, and strategic planning.
Objective
The primary objective of this consultancy is to conduct an independent impact assessment of ORAM’s Inclusion Program (2023–2025). The consultant will provide a detailed report that captures key outcomes, measurable impacts, program strengths, challenges, and strategic recommendations for future programming. The consultant will also be responsible for developing organizational MEAL tools, providing training to staff, and building internal capacity in MEAL practices.
Scope of Work
The MEAL Consultant will undertake the following tasks:
- Review Program Documentation
- Conduct a thorough review of all relevant program materials, including training materials, evaluation reports, research findings, stakeholder engagement outputs, and strategic documents.
- Develop a MEAL Framework
- Propose refined, measurable indicators and learning questions aligned with the program’s goals to guide the monitoring, evaluation, and learning processes.
- Provide Training and Capacity Building
- Deliver a training session designed to build the capacity of ORAM’s program staff in MEAL methodologies, ensuring they are equipped to carry out MEAL tasks effectively within their respective roles.
- Design and Implement Data Collection
- Collaborate with stakeholders, including training participants, facilitators, partners, and others in Central & Eastern Europe and Kenya, using the following methods:
- Online surveys
- Key informant interviews
- Focus groups
- Ensure that all data collection methods are participatory, trauma-informed, and sensitive to SOGIESC (sexual orientation, gender identity, expression, and sex characteristics) considerations, working closely with ORAM’s Inclusion Specialist.
- Collaborate with stakeholders, including training participants, facilitators, partners, and others in Central & Eastern Europe and Kenya, using the following methods:
- Analyze and Synthesize Findings
- Evaluate the outcomes of the program by assessing its impact across various layers of stakeholders. This will include evaluating knowledge transfer, capacity building, localization efforts, and shifts in systemic inclusion.
- Analyze feedback from participants in different regions and identify patterns or variations.
- Produce Impact Report
- Deliver a comprehensive, concise report that highlights key findings, testimonials, good practices, and actionable recommendations for improving the program.
- The report should include relevant visuals, charts, and case examples where applicable.
- Provide a PowerPoint presentation and a one-page executive summary.
- Present Key Findings
- Facilitate an internal session with the ORAM team to present and discuss the findings from the assessment.
Deliverables
- Development of a detailed MEAL plan and tools
- A summary of data collection and stakeholder engagement
- A final Impact Assessment Report (minimum of 10 pages)
- An executive summary (1-2 pages)
- A PowerPoint presentation of key findings
- Facilitation of an internal session to present findings to the ORAM team
Required Qualifications
- Demonstrated experience in conducting MEAL activities for humanitarian programs.
- A minimum of three years of experience evaluating training programs, particularly those focused on marginalized groups such as SOGIESC or GESI (Gender Equality and Social Inclusion).
- Expertise in applying MEAL methodologies, including data analysis, indicator selection, database management, impact evaluation, and survey design.
- Proficiency in mixed-methods evaluation, participatory approaches, training evaluation, and ethical data collection with marginalized populations.
- Familiarity with SOGIESC-related issues and intersectionality in humanitarian settings.
- A Master’s degree in international relations, human rights, public policy, law, social science, or a related field (or a combination of professional certifications and relevant experience).
- Experience working in East Africa and Central & Eastern Europe is highly desirable.
- Proficiency in English (both written and oral); additional languages are an advantage.
