About UNFPA and the Role
The United Nations Population Fund (UNFPA) Sub-Regional Office for the Caribbean is inviting applications from highly qualified professionals for the position of Adolescent Sexual and Reproductive Health (ASRH) Specialist. This international consultancy is a unique opportunity to contribute to strategic technical and programmatic work that supports adolescents’ access to sexual and reproductive health services across the Caribbean region.
The consultant will be based in Suriname or Belize and will provide leadership in implementing a regional adolescent prevention project under the guidance of the SRH Technical Advisor. This role is instrumental in ensuring that program design and delivery align with UNFPA’s mandate and the goals of the International Conference on Population and Development (ICPD) Programme of Action.
Purpose of the Consultancy
The ASRH Specialist will lead the technical and operational start-up of the adolescent prevention project, ensuring its design, execution, and monitoring reflect international standards, evidence-based approaches, and national priorities. The role involves managing partnerships, capacity building, advocacy, and technical support to enhance access to high-quality, youth-friendly sexual and reproductive health (SRH) services.
Key Duties and Responsibilities
- Project Start-up & Partner Engagement:
Lead the technical and management aspects of the project’s launch, including stakeholder engagement and development of the implementation roadmap. - Baseline Study:
Provide technical oversight for the design, implementation, and analysis of the project’s baseline study. Ensure tools are context-appropriate and that findings are clearly communicated to stakeholders. - Monitoring & Evaluation:
Develop monitoring frameworks and lead periodic progress reviews. Support results-based reporting and ensure alignment with key project outcomes. - Partner Support & Work Planning:
Assist implementing partners in preparing comprehensive work plans in line with the project’s Performance Management Framework (PMF). - Commodity Procurement Support:
Collaborate with the SRH Adviser and procurement staff to ensure timely and appropriate procurement of reproductive health supplies. - Capacity Building in CSE:
Support training and implementation of Comprehensive Sexuality Education (CSE) programs both in and out of schools. Ensure these efforts are evidence-based, inclusive, and context-sensitive. - Health Systems Strengthening:
Provide technical assistance to Ministries of Health in Suriname and Belize to improve adolescent-friendly health services, ensuring they are accessible, high-quality, and youth-centered. - Advocacy & Policy Dialogue:
Support efforts to foster a policy environment that promotes young people’s SRHR, including the development and dissemination of advocacy tools and materials. - Regional Alignment & Advocacy:
Ensure the project contributes to UNFPA’s broader advocacy goals:- Ending preventable maternal deaths
- Ending unmet need for family planning
- Ending gender-based violence and harmful practices
- Reporting & Documentation:
Prepare timely and high-quality donor reports that comply with donor requirements and contribute to UNFPA’s knowledge management efforts. - Youth Innovation Support:
Promote innovation through youth-led initiatives such as hackathons, boot camps, and digital engagement platforms. - Other Duties:
Perform additional duties as requested by the SROC Director.
Required Qualifications
- Advanced degree in Public Health, Social Sciences, International Development, or related fields.
- Minimum of 7 years of relevant experience in SRHR program development and implementation.
- Strong background in adolescent health, especially in low-resource or multicultural settings.
- Experience working with Ministries of Health, NGOs, and youth-led organizations.
- Demonstrated ability to lead research, monitoring, and evaluation efforts.
- Excellent communication, coordination, and capacity-building skills.
- Fluency in English is required. Knowledge of Dutch or Spanish is an asset.
