The Independent Evaluation Office (IEO) of the International Monetary Fund (IMF) is looking for a Research Officer / Senior Research Officer (A09, A10, A11) to join their team.

About the Independent Evaluation Office (IEO)

The Independent Evaluation Office (IEO) was established in 2001 to conduct independent and objective evaluations of IMF policies and activities. Operating at arm’s length from both IMF management and the Executive Board, the IEO aims to enhance the Fund’s learning culture, strengthen external credibility, and support institutional governance and oversight responsibilities. The IEO produces approximately two evaluations per year, focusing on areas of relevance to the IMF’s mandate.

Position Overview

The IEO is seeking a Research Officer / Senior Research Officer (Grades A09, A10, A11) to undertake analytical and data work in support of its evaluations. This role involves both quantitative and qualitative research, contributing to the IEO’s mission of providing independent assessments of IMF activities.

Key Responsibilities

  • Quantitative Analysis: Support IEO economists, evaluators, and consultants in conducting econometric and statistical analyses. Utilize tools such as Stata, EViews, Matlab, and other relevant software to process and interpret macroeconomic data.
  • Data Management: Prepare charts and tables by accessing and manipulating macroeconomic data from various sources, including IFS, OECD, World Bank, INS, BEL, Current Economic Indicators, WEO, WEFA, Haver, DataStream, Reuters, Bloomberg, and internet sources.
  • AI and Text Analysis: As needed, assist in AI and text analysis work to support evaluation efforts.
  • Document and Interview Management: Aid in retrieving and accessing documents, arranging and keeping records of interviews, and preparing background papers for evaluations.
  • Qualitative Analysis: Support qualitative analysis by conducting desk reviews of IMF documents and participating in interviews.
  • Evaluation Methodologies: Apply evaluation methodologies such as literature reviews, semi-structured interviews, surveys, and text analysis.
  • Outreach Support: Assist in outreach efforts for IEO evaluations and organize information received as a result of this outreach.
  • Publication Assistance: Help in the production of IEO documents, including engaging with the IMF publication team and outside vendors to arrange for and oversee layout and printing.
  • Independent Work: Demonstrate the ability to work independently under minimal supervision, ensuring the accuracy of both data and programs.

Qualifications

  • Educational Background: Advanced degree in Macroeconomics, Finance, Statistics, or a related field; or a university degree supplemented by at least six years of professional experience.
  • Technical Skills: Strong analytical, quantitative, and computer skills. Proficiency in software applications, e.g., MS Office (specifically Excel and Word), is required. Proficiency in packages such as Stata, EViews, and Matlab, along with knowledge of statistical and econometric techniques and macroeconomic relationships, is highly desirable.
  • Knowledge of IMF Operations: Understanding of IMF policies and operations is required. Experience with and understanding of evaluation approaches and methods are highly desirable.
  • Language Proficiency: Excellent command of English, both written and oral.
  • Independence: Ability to work independently and be accountable for the accuracy of both data and programs.

Employment Terms

  • Appointment Type: Contractual (renewable up to four years of cumulative contractual service, pending performance, budget availability, and continuous business need).
  • Appointment Duration: Initial appointment for a period of up to four years, which may be extended for up to a total of 12 years by decision of the Director, IEO.
  • Cooling-off Period: IEO employees at the economist/lead evaluator or managerial level hired from outside the Fund will be subject to a cooling-off period of 12 months before they can be employed as a Fund staff member.
