The Adaptation Fund is calling for all eligiable parties to submit Proposals for Single Country LLA Grants 2025

About
The Adaptation Fund has launched a consolidated and expanded funding window for Single Country Locally Led Adaptation (LLA) Grants, offering developing countries an opportunity to access up to USD 5 million per project/programme. These grants are designed to support locally driven climate adaptation solutions by devolving decision-making to national and sub-national levels and ensuring the inclusion of vulnerable communities in the adaptation process.
This initiative merges the previous Enhanced Direct Access (EDA) window with LLA principles, as formalized through Decision B.42/36 of the Adaptation Fund Board (AFB), aligning the Fund’s criteria more closely with local leadership and inclusivity in adaptation programming.
Funding Overview
- Maximum Grant per Project/Programme: USD 5 million
- Funding Cap Exclusion: LLA funding does not count against the country-specific funding cap of USD 20 million, as established by the AFB.
- Total Envelope for 2024–2025: USD 26.5 million allocated for LLA grants and associated Project Formulation Grants (PFGs)
- Applicable Period: July 1, 2024 – June 30, 2025
If the number of approved proposals exceeds the annual envelope, qualified but unfunded proposals will be placed in a pipeline for future consideration during the next funding cycle.
Eligibility Criteria
The LLA window is open to all accredited:
- National Implementing Entities (NIEs)
- Regional Implementing Entities (RIEs)
- Multilateral Implementing Entities (MIEs)
Entities must have full accreditation status with the Adaptation Fund. Only eligible Parties to the Paris Agreement and/or Kyoto Protocol can submit proposals through these accredited entities.
Proposal Submission Modalities
Applicants can submit LLA grant proposals through one of the following formats:
- One-Step Process – Submission of a fully developed proposal.
- Two-Step Process – Submission of a concept note, followed by a fully developed proposal.
- Three-Step Process – Submission of a pre-concept note, followed by a concept note, and then a fully developed proposal.
The Fund encourages the three-step process, especially when seeking upfront support for engaging local stakeholders from the earliest stages of project design.
Project Objectives
The LLA window aims to deepen the impact of climate finance by:
- Strengthening national and sub-national ownership of adaptation financing.
- Enabling localized project selection and review through inclusive processes.
- Promoting equity and inclusion by ensuring vulnerable communities and local actors are involved in decision-making.
- Enhancing the effectiveness of adaptation measures by aligning them with local needs and knowledge.
Project Formulation Grant (PFG) Support
To support effective project design and ensure the meaningful involvement of local actors, the Fund offers the following PFG options:
- Standard PFG: Up to USD 150,000
- Additional PFG: Up to USD 100,000 (subject to justification and case-by-case evaluation)
If submitting a pre-concept, entities may request up to 20% of the total maximum PFG. For applicants bypassing the pre-concept stage, the full PFG amount becomes available upon concept submission.

Submission Process and Deadlines
To apply for a Single Country LLA Grant:
- Prepare the required documents:
- Completed LLA grant application form
- Letter of Endorsement signed by the country’s Designated Authority (DA)
- Supporting materials as outlined in the proposal template
- Length Requirements:
- Pre-Concept Note: Max 6 pages
- Concept Note + Annexes: Max 50 pages
- Fully Developed Proposal: Max 100 pages (plus 100 pages of annexes)

All proposals will be reviewed under the Fund’s regular project cycle, aligned with Board meeting timelines. The schedule for reviews and submission deadlines is posted on the Adaptation Fund’s website.
How It Works
Once submitted, proposals are reviewed in accordance with the Fund’s established evaluation criteria. Approved projects may receive immediate funding, while those exceeding the annual envelope will be prioritized for the next cycle through a pipeline mechanism.
The screening, selection, and prioritization of projects are encouraged to occur at the national or sub-national levels, fostering greater ownership, inclusivity, and context-relevant adaptation strategies.
