Blue Ventures is a marine conservation organization that places people at the center of its approach to environmental sustainability. With a focus on supporting coastal fishers in remote and rural communities, Blue Ventures aims to rebuild fisheries and restore ocean life. The organization has been actively involved in Madagascar’s coastal communities for over two decades and has expanded its efforts to over a dozen countries globally.
Blue Ventures works in partnership with traditional fishers and community organizations to design, scale, strengthen, and sustain fisheries management and conservation initiatives at the community level. The organization fosters networks that allow these partners to advocate for policy reforms and share tools and best practices that help support fishing communities worldwide.
In East Africa, Blue Ventures empowers small-scale fishing communities through a community-led approach that:
- Supports sustainable fisheries: Equips partners with tools that help build economically viable fisheries, improve food security, enhance livelihoods, and foster resilience to climate change.
- Leadership development: Provides strategic support, networking, technical assistance, and funding to enable community capacity building at the Beach Management Unit (BMU) level, creating lasting change in marine ecosystems and resource management.
- Secures community rights: Advocates for the legal recognition of community rights to access, use, and manage local ecosystems and fisheries, ensuring small-scale fishers’ voices are heard in policy discussions.
To achieve these objectives, Blue Ventures recognizes the need to expand its engagement with local and national government partners to secure institutional support for community-based fisheries and governance models. The organization is seeking a consultant to develop a government engagement strategy that will help shape this effort in Kenya and Tanzania.
Overall Objective
The primary goal of the consultancy is to develop a government engagement strategy for Blue Ventures’ operations in Kenya and Tanzania. The strategy should identify national and regional opportunities for influencing policy and strengthen the organization’s advocacy work. It should be grounded in the needs identified by coastal communities and partner organizations, with a particular focus on bridging gaps in addressing these needs.
Specific Objective
- Needs Analysis
- Conduct a comprehensive analysis of the specific policy and thematic issues identified by coastal communities and partner organizations in Kenya and Tanzania.
- Sector and Stakeholder Analysis
- Evaluate the current government engagement landscape, identifying key stakeholders in civil society, including NGOs, community groups, and government agencies.
- Focus on issues central to Blue Ventures’ mission, such as securing stronger legal recognition for community-based fisheries management, improving transparency, and limiting industrial destructive fishing practices.
- Government Engagement Opportunities
- Identify and recommend approaches for Blue Ventures to engage with government at local, national, and regional levels.
- Highlight focus areas that align with the stakeholder analysis and Blue Ventures’ goals.
- Provide clear recommendations on strategies and tactics for engaging with governments and other relevant stakeholders.
Deliverables
- Project Plan
- Develop a detailed project plan outlining the methodology, timeline, and preliminary findings from the situational analysis.
- Consultation Results
- Compile results from consultations with communities and local partners, detailing their priorities and challenges regarding fisheries management and policy.
- Draft Government Engagement Strategy
- Prepare a draft of the government engagement strategy, incorporating feedback from Blue Ventures’ key staff and stakeholders.
- Final Strategy Document
- Deliver a final, refined government engagement strategy based on feedback from Blue Ventures.
- Presentation
- Present the final government engagement strategy to key staff members, ensuring clarity and alignment with Blue Ventures’ mission and objectives.
