Who We Are:
Partners in Justice International (PJI) is a non-profit organization dedicated to ensuring that victims and survivors of grave crimes, including war crimes, genocide, and crimes against humanity, have access to justice. PJI works to make justice a reality by partnering with local justice actors to challenge impunity, advance the rights of victims, and build sustainable peace and democracy.
The organization strengthens local justice processes in post-conflict and post-dictatorship regions by providing support to prosecutors, victim representatives, and investigators.
What We Need:
PJI is seeking an experienced and highly skilled Operations and Finance Manager to contribute to the organization’s mission by supporting its international programming and fiscal management.
This is a part-time role that requires someone with superb operational, administrative, and financial management expertise, along with excellent project management and organizational skills.
The Operations and Finance Manager will report directly to PJI’s Co-Executive Director and will collaborate with other team members to ensure smooth operational and financial processes across the organization.
Your Responsibilities:
Operations Management:
- Recommend, set up, and maintain PJI’s technology, systems, policies, and procedures to support virtual work across multiple time zones and locations.
- Ensure the organization uses optimal and secure software and systems. Work closely with a security consultant to ensure compliance.
- Identify and implement improvements in IT and systems functionality, and train staff or consultants as needed.
- Oversee procurement processes, including obtaining quotes, drafting contracts, and purchasing goods/services in accordance with US federal and other grant regulations.
- Assist with scheduling meetings, taking minutes, and ensuring follow-up on key action items.
- Coordinate travel arrangements, including itineraries, visas, and other logistical needs.
- Manage the coordination and contracting of local interpreters, security teams, and other personnel for travel.
- Organize retreats and events, ensuring all logistics are smoothly executed.
Financial Management:
- Ensure all financial transactions are processed accurately and in a timely manner, with proper documentation to support audit needs.
- Oversee bookkeeping, including payables, cost allocation, travel reconciliations, and budget variance analysis.
- Manage accrual-based accounts receivable, deferred revenue, and unrestricted donations in coordination with the Co-Directors.
- Ensure proper cost allocation to donors, track time and exchange rates, and maintain financial transparency.
- Reconcile bank accounts in QuickBooks against monthly statements.
- Provide regular cash flow updates and identify cash needs to the Co-Directors.
- Lead the development of proposal budgets and budget modifications for funders.
- Conduct fiscal and compliance training for subgrantees, and review and reconcile their fiscal reports.
- Oversee vendor and consultant contracts, ensuring proper documentation and completion.
- Contribute to the audit preparation process and ensure compliance with fiscal policies and best practices.
- Develop and maintain financial reports and variance reports, and ensure timely submission to donors, the Co-Directors, or the Board.
- Ensure compliance with fiscal regulations and provide strategic recommendations for process improvements.
Human Resources:
- Manage recruitment, hiring, and onboarding processes for staff, consultants, fellows, and volunteers.
- Integrate new personnel into existing systems and protocols, providing training as needed.
- Process changes in compensation, benefits, and maintain appropriate documentation.
- Lead efforts in evaluating whether consultants should be converted to full-time employees and manage the transition process.
- Develop and oversee probationary and annual review processes for staff and consultants.
Other Duties:
- Assist in identifying new institutional funders to support PJI’s mission.
- Perform additional operational, fiscal, or human resource duties as assigned by the Co-Directors.
Your Qualifications:
- Minimum of ten years of relevant experience in operations, administration, financial management, and working with EU/UN or government grants, including at least five years in a management role.
- Educational Requirement: Minimum of a B.A. or B.S. degree, or equivalent experience (an additional five years of experience can substitute for formal education).
- Strong familiarity with U.S. accounting standards (G.A.A.P. and FASB regulations) and non-profit accounting practices.
- Proficiency in software tools such as Word, Excel, and QuickBooks.
- Strong ability to work independently, multi-task, prioritize goals, and ensure accuracy and attention to detail.
- A positive and creative attitude with a demonstrated ability to embrace challenges, develop new systems, and learn from feedback.
- Flexibility in scheduling to accommodate planned meetings at times convenient to the majority of the team (typically 11:00 to 17:00 UK Time).

Contract Terms:
This position is offered as a consulting contract for approximately 12 months, with the possibility of extension or conversion to a salaried position.
