Overview of the Post:
The Cultural Heritage Protection Treaties (CHP) Unit within UNESCO’s Culture and Emergencies Entity is seeking an Associate Programme Specialist (Culture) to assist in its mission of strengthening Member States’ capacities to better respond to cultural emergencies, particularly in the context of armed conflict and disaster. The position will involve providing legal, technical, and analytical support to programs and initiatives related to the 1954 Hague Convention and its Protocols.
Key Responsibilities:
- Statutory Meetings & Governance:
- Contribute to the planning, preparation, and follow-up of statutory meetings under the 1954 Hague Convention.
- Draft working and information documents, and final summary reports.
- Follow up on decisions, resolutions, and recommendations from governing bodies.
- Identify implementation challenges and recommend corrective actions.
- Inscription & Registration of Cultural Properties:
- Assist in assessing requests from Member States for the inscription of cultural properties on the International Register of Cultural Property under Special Protection and the International List of Cultural Property under Enhanced Protection.
- Monitor the inscription process and provide recommendations for corrective actions.
- Capacity-Building Strategy:
- Collaborate in the development and execution of global capacity-building initiatives related to the 1954 Hague Convention.
- Organize capacity-building activities, seminars, and expert meetings.
- Develop conceptual and pedagogical materials, methods, and tools.
- Coordinate partnerships with NGOs, universities, UNESCO Chairs, experts, and category 2 centres.
- Reporting and Communication:
- Prepare briefings, presentations, reports, and correspondence for Member States and other stakeholders.
- Contribute to resource mobilization in line with UNESCO’s strategies and priorities.
- Monitor and make proposals on programme and budget implementation.

Required Qualifications:
Education:
- Advanced university degree (Master’s or equivalent) in culture, political science, humanities, law, international relations, or related fields.
Work Experience:
- At least two (2) years of professional experience in managing cultural cooperation development projects, with at least one (1) year at an international level.
Skills/Competencies:
- Strong written and oral communication skills, especially in synthesizing and analyzing information.
- Strong planning and organizational skills, with the ability to work under pressure and meet deadlines.
- Ability to build and maintain professional relationships with diverse stakeholders.
- Excellent interpersonal skills, able to work effectively in a multicultural environment.
- Proficiency in IT (e.g., Microsoft Word, Excel, Internet).
- Languages: Excellent knowledge of English or French (written and spoken), with a good knowledge of the other.
Desirable Qualifications:
Education:
- Specialized training or courses in areas such as international humanitarian law, heritage conservation in conflict zones, or conflict studies would be an asset.
Work Experience:
- Relevant professional experience at an international organization or UN agency.
- Familiarity with the 1954 Hague Convention and its Protocols.
- Experience in addressing cultural issues in conflict, peacebuilding, and disaster risk reduction contexts.
Languages:
- Knowledge of additional UNESCO official languages (Arabic, Chinese, Russian, or Spanish) is a plus.
