About the Role
As the Senior Gender Officer (Gender-Based Violence), you will play a crucial role in advancing ADB’s work on preventing, mitigating, and responding to gender-based violence (GBV), including sexual exploitation, abuse, and harassment (SEAH) in ADB-financed projects. You will work closely with sector teams, project teams, and key stakeholders to implement policies, protocols, and guidelines that ensure ADB’s operations are safeguarding against GBV/SEAH risks.

Key Responsibilities
- Policy Development: Contribute to the development of procedures, guidelines, and protocols related to GBV/SEAH prevention and response in ADB operations.
- Operational Support: Provide technical assistance to sovereign and nonsovereign project teams on applying internal guidance and tools to manage GBV/SEAH risks.
- Capacity Building: Support the design and delivery of capacity development programs for ADB staff, government partners, and private sector clients.
- Stakeholder Engagement: Engage with government officials, development partners, and private sector clients on GBV/SEAH and broader gender equality issues.
- Technical Assistance Projects: Support the processing and management of Technical Assistance (TA) projects aimed at addressing SEAH in ADB-financed projects.
- Knowledge Sharing: Contribute to research, country profiles, and service provider mapping to expand knowledge on GBV/SEAH across the region.
- Collaboration: Work closely with ADB’s Office for Safeguards (OSFG) and other divisions to ensure effective safeguards policy implementation and practice.
- Management Briefings: Prepare and present technical inputs for management briefings on GBV/SEAH topics as required.
- Other Responsibilities: Support the wider Gender Equality Division’s work program, performing additional tasks as assigned by the Director or designated supervisor.
Qualifications
To be considered for the Senior Gender Officer (Gender-Based Violence) position, applicants should meet the following criteria:
- Education: A Bachelor’s degree in gender equality, social sciences, development studies, law, economics, or related fields. A Master’s degree or equivalent is preferred.
- Experience: At least 8 years of relevant work experience, preferably in a development organization. Minimum of 4 years of supervisory experience is required.
- Expertise in Gender-Based Violence: In-depth understanding and knowledge of safeguarding against GBV/SEAH risks in development operations, including familiarity with relevant policies and procedures.
- International Development Experience: Experience with multilateral development bank (MDB) policies and procedures on GBV/SEAH and social safeguards is an asset.
- Technical Skills: Proficiency in IT systems, including MS Word, Excel, PowerPoint, and online platforms. Familiarity with ADB’s IT systems is advantageous.
- Communication Skills: Strong written and verbal communication skills in English. Ability to communicate complex gender-related issues to a diverse audience.
- Collaboration: Ability to work effectively in a team-oriented, multicultural environment, with excellent interpersonal and negotiation skills.
