Purpose of the Position

The International Agency for Research on Cancer (IARC), part of the World Health Organization (WHO), is seeking to recruit a Human Resources Officer to support its Human Resources Office in Lyon, France. The role will focus on recruitment, outreach, and HR policies while working within the WHO Staff Rules and Regulations.

The HR Officer will assist in recruitment processes, development of HR strategies, and support new HR initiatives, ensuring that the agency attracts high-quality candidates and operates in compliance with HR policies.

Duties and Responsibilities

As part of the Human Resources Office, the HR Officer will:

1. Selections:

  • Classify and develop job descriptions.
  • Advise supervisors on recruitment policies and selection processes.
  • Organize and manage recruitment timelines and procedures.
  • Maintain tracking systems for selection processes and outcomes.
  • Provide input on recruitment approaches, including drafting and clearing advertisements.

2. Outreach:

  • Monitor IARC’s staffing profile and diversity.
  • Assist in developing strategies to attract high-quality candidates.
  • Evaluate outreach activities and analyze staffing trends.

3. HR Policies and Procedures:

  • Guide staff on interpreting WHO Staff Rules and Regulations.
  • Support the HR Officer with staff onboarding, benefits administration, and separation processes.
  • Stay updated on new policies within WHO and suggest relevant updates for IARC.

4. Other Duties:

  • Build relationships with stakeholders and supervisors to understand HR needs.
  • Participate in global HR projects and policy reviews.
  • Perform other HR-related tasks as required.

Required Qualifications

Education:

  • Essential: A first university degree in Human Resources, Political Science, Business Administration, or a related field.
  • Desirable: A Master’s degree in Human Resources, Political Science, or Business Administration, and/or professional HR certifications (e.g., CIPD).

Professional Experience:

  • Essential: At least 2 years of experience in human resources management, including recruitment, training, and contract administration in an international environment.
  • Desirable: Experience in intergovernmental organizations, UN Common System, or scientific research environments.

Language Skills:

  • Essential: Expert knowledge of English and French.
  • Desirable: Knowledge of another UN official language.

Skills:

  • Proficiency in Microsoft Office 365, SharePoint, and HR tools (e.g., SAP, Workday).
  • Familiarity with Business Intelligence tools and ERP systems.

Remuneration

  • Annual base salary: USD 55,163 (subject to deductions for pension and health insurance).
  • Post Adjustment: USD 2,109/month (based on cost of living in Lyon).
  • Additional benefits include 30 days of annual leave, allowances for dependents, home leave, and an education grant for dependent children.
