Background

Project narrative reports are crucial for documenting the progress, achievements, challenges, and lessons learned throughout the lifecycle of a project. These reports provide vital insights into how activities have been implemented against set objectives, ensuring accountability to donors and stakeholders. They also support learning and adaptive management across project teams. However, despite their importance, narrative reports can often become dense and text-heavy, limiting their accessibility to a wider audience. Transforming these reports into visually engaging formats—using illustrations, infographics, and simplified layouts—enhances comprehension and accessibility. This approach makes it easier to communicate complex information to a diverse range of stakeholders, including community members, policy actors, donors, and the public at large.
Objective
The main objective of this assignment is to convert 2.6 years’ worth of narrative reports from a Conrad N. Hilton Foundation-funded project into an easily digestible, visually and illustratively engaging format. This transformation will enhance the accessibility, understanding, and impact of the project’s findings for a wider audience, including stakeholders, donors, and partners. The final visual report will allow for better communication and engagement with both the content and the key messages.
Scope of Work
The selected consultant or service provider will be responsible for the following tasks:
- Reviewing Narrative Reports: The consultant will thoroughly review the existing narrative reports, extracting key information, achievements, challenges, and impact stories that are essential to the project’s success.
- Designing the Visual Report: Based on the review of the reports, the consultant will design an engaging visual report. The report will include elements such as illustrations, infographics, charts, and other data visualization tools to present the data and key messages in a visually appealing and easily comprehensible format.
- Aligning with Oxfam’s Branding: The final visual report should align with Oxfam’s branding guidelines and communication strategy, ensuring consistency with the organization’s overall identity and message.
- Formatting for Multiple Formats: The visual report must be formatted in a manner suitable for both print and digital dissemination, ensuring accessibility across various platforms and media.
- Collaborating with Oxfam’s Team: The consultant will collaborate with Oxfam’s team, especially the communications department, to refine the draft version of the visual report. Feedback and suggestions from the team will be incorporated to ensure the final output meets organizational standards and expectations.
Deliverables
The consultant will be required to deliver the following:
- Final Visual Report: A fully designed visual/illustrative report in both PDF and editable formats. This report should be a polished and professional document suitable for distribution and presentation.
- High-Resolution Graphics: A set of high-resolution graphics and infographics that can be used independently for other communication purposes or to enhance online presence.
- Draft Version for Review: The consultant will submit a draft version of the visual report for feedback before the final submission.
Timeline
The consultant is expected to complete the assignment within 8 weeks from the commencement date. The timeline should allow sufficient time for reviewing the draft, incorporating feedback, and finalizing the report.
Reporting and Coordination
The consultant will report directly to the Rights in Crisis Advocacy team and work closely with the communications team for content alignment and approvals. Regular communication with the team is essential to ensure the project stays on track and the design meets organizational standards.

- Financial Proposal: A detailed breakdown of costs associated with the assignment, including timelines for each deliverable and overall project completion.
- Initial Work Plan: A proposed work plan based on the outlined methodology and approach, with an indication of the consultant’s availability.
- Company/Organizational Profile or CV: A brief profile or CV showcasing the consultant’s expertise in graphic design, illustrations, data visualization, and report formatting. Additionally, three traceable, relevant references should be provided.
- Location Requirement: The consultant must be based in Kenya, as the work will require close coordination with the Oxfam team in the region.
Required Skills and Qualifications
The ideal consultant should possess the following skills and experience:
- Proven Experience: Strong experience in graphic design, illustrations, data visualization, and report formatting.
- Portfolio: A well-developed portfolio showcasing previous work in visual storytelling, particularly for development, humanitarian, or corporate reports.
- Design Software Proficiency: Advanced skills in design software such as Adobe Illustrator, InDesign, or equivalent tools.
- Strong Communication and Collaboration Skills: The consultant must be able to work closely with Oxfam’s teams and stakeholders to ensure alignment and meet expectations.
Budget
The budget for this assignment will be discussed and agreed upon based on the proposals received, taking into account the organization’s financial constraints.

Selection of the consultant will be based on the following criteria:
- Relevance and Quality of Past Work: Demonstrated expertise in producing high-quality visual reports.
- Proposed Methodology and Approach: Clarity and feasibility of the proposed approach for completing the assignment.
- Financial Proposal: Cost-effectiveness and alignment with Oxfam’s budget.
- Relevant Experience: Previous experience with similar assignments, particularly in the context of development or humanitarian work.
