To drive this transformation, CARE Kenya is recruiting a Resource Mobilization Manager, responsible for securing strategic funding to achieve its ambitious objectives.

Role Overview

The Resource Mobilization Manager plays a central role in translating CARE Kenya’s vision into funded programs by spearheading new business development, proposal coordination, donor engagement, and execution of the resource mobilization strategy.

Key Responsibilities

1. New Business Development & Intelligence Gathering (25%)

  • Leads in identifying and researching funding opportunities across various donor profiles—bilateral, multilateral, private sector, and innovative funders.
  • Maintains tracking systems to monitor funding prospects and measure progress against strategic goals.
  • Facilitates market intelligence activities and updates leadership on portfolio performance, donor trends, and strategic shifts.
  • Supports bid coordination with CARE Member Partners (CMPs) and ensures alignment with the country strategy.
  • Contributes to annual target setting and builds accountability frameworks for fundraising.

2. Donor Engagement and External Communications (25%)

  • Develops and implements targeted donor engagement strategies across teams.
  • Supports leadership and staff in building and sustaining donor relationships.
  • Oversees communication materials such as brochures, capacity statements, and visibility documents.
  • Maintains systems to track donor interactions and engagement activities.
  • Strengthens both internal and external communications to elevate CARE Kenya’s reputation and impact narrative.
  • Supports exploration of strategic partnerships with NGOs, government bodies, and private sector players.

3. Proposal Coordination and Development (25%)

  • Acts as the principal lead for developing competitive, high-value proposals in collaboration with internal and external stakeholders.
  • Coordinates proposal teams, timelines, and workflows to ensure timely and high-quality submissions.
  • Facilitates collaboration between technical and operational units for cohesive proposal design.
  • Maintains a database of expert consultants and coordinates their involvement as needed.
  • Ensures proposals undergo quality review and receive appropriate sign-offs from leadership prior to submission.
  • Represents the resource mobilization function in strategic meetings and planning forums.

4. Strategy Implementation and Learning (20%)

  • Leads implementation and refinement of the resource mobilization strategy in alignment with both CARE Kenya’s goals and global frameworks.
  • Conducts funding landscape assessments to shape strategic donor investments.
  • Tracks proposal performance through win/loss analysis and integrates lessons into future strategies.
  • Maintains a repository of research, proposals, and contextual analyses to support ongoing proposal development.
  • Advises teams on emerging funding opportunities and organizational pivots for enhanced fundraising outcomes.

5. Other Duties (5%):

  • Undertakes any other responsibilities as assigned by the Country Director, including special projects and technical tasks aligned with organizational goals.

Qualifications and Experience

  • A bachelor’s degree in International Relations, Business Administration, Social Sciences, or a relevant discipline (Master’s degree is a plus).
  • At least five years’ experience in resource mobilization, preferably within an INGO.
  • Familiarity with institutional donors, philanthropic funding streams, and impact financing models.
  • Strong experience in preparing large-scale proposals and coordinating multidisciplinary teams.
  • Proven ability to manage donor relationships and represent the organization at high-level meetings.
  • Entrepreneurial mindset with a knack for innovative funding models in both development and humanitarian settings.

Desirable Attributes

  • Experience with EU funding mechanisms and guidelines.
  • Knowledge of Kenya and East Central & Southern Africa (ECSA) regional development dynamics.
  • Strong understanding of global development issues, trends, and best practices in the INGO sector.
