The Complex

The Vice Presidency (ECVP) is responsible for leading the Bank Group in prioritizing the generation, analysis, dissemination, and implementation of knowledge solutions aligned with the Bank’s High 5 operational priorities. This includes research on major development challenges, policy dialogue, and technical assistance for Regional Member Countries (RMCs). Key focus areas include the preparation and support of public financial management operations, strengthening governance systems, and fostering regional and inter-regional knowledge networks.

The Hiring Department: Governance and Economic Reforms Department (ECGF)

The Governance and Economic Reforms Department (ECGF) within the Vice Presidency for Economic Governance and Knowledge Management (ECVP) coordinates the Bank’s governance policies and programs, ensuring effective implementation across RMCs. ECGF provides technical support for projects related to governance and public financial management, collaborating with other Bank departments to promote accountable and transparent governance systems. The department is divided into two divisions: ECGF.1, which focuses on the Central, North, and West Regions of Africa, and ECGF.2, which oversees the East and South Regions.

The Position

The Operations Officers will be responsible for supporting the management of ECGF divisions in coordinating the implementation of annual work programs, preparing and monitoring the administrative budget, and managing project portfolios. These officers will assist with data collection, financial analysis, and the maintenance of information management systems that support the effective management of ECGF projects and programs.

Key Responsibilities:

  • Work Programme Monitoring:
    • Collect data on projects, programs, and studies, and assist in entering this information into various systems such as SAP and the Bank Project Processing Schedule (BPPS).
    • Maintain and design databases for the ECGF portfolio of active and pipeline projects.
    • Track and update project schedules in BPPS and produce reports based on Key Performance Indicators (KPIs).
    • Monitor and analyze project performance, focusing on projects at risk.
    • Prepare and analyze quarterly, monthly, and annual portfolio performance reports.
  • Budget Preparation and Monitoring:
    • Support the preparation of the department’s annual budget and ensure proper data entry in the AfDB’s budgeting system (SRAS).
    • Monitor budget implementation to ensure it remains within authorized levels and coordinate mission schedules and related data for reporting.
  • Other Duties:
    • Attend internal quality review meetings (IQR), take minutes, and ensure timely clearance and distribution.
    • Assist Task Managers with report preparation and ensure timely submission to the Results Reporting System (RRS).
    • Liaise with other departments, including the regional and country offices, budget department, and resources mobilization, to support data collection and other operational activities.

Competencies and Qualifications

  • Educational Requirements: A minimum of a Master’s degree in Business Management, Economics, Finance, Statistics, or a closely related field.
  • Experience: At least 4 years of relevant practical experience in data collection, processing, and analysis within a development organization or the private sector.
  • Skills:
    • Proficiency in using information management systems (e.g., SAP).
    • Familiarity with project portfolio monitoring, budgeting systems, and data analysis.
    • Strong organizational, coordination, and communication skills.
    • Ability to work effectively in both English and French.
    • Experience in using advanced Excel features and knowledge of SAP is highly desirable.

Additional Information

This position does not attract international terms and conditions. The selected candidate will be considered as local staff and will not have international employment terms.

For the position in South Africa, only candidates who are nationals of South Africa or other African Development Bank member countries with legal rights to live and work in South Africa will be considered.
