Equal Measures 2030 (EM2030) is looking for experienced researchers to lead a global survey focused on policymakers and policy influencers’ use of gender data, with a particular emphasis on the SDG Gender Index. This survey will be a critical component in shaping EM2030’s 2025–2030 strategic plan and will provide invaluable insights into how gender data can drive transformative change for gender equality. By understanding how policymakers engage with gender data, EM2030 seeks to improve advocacy and strategies to promote gender equality more effectively on a global scale.

Scope of Work

The selected researcher(s) will undertake a comprehensive study that involves a combination of quantitative and qualitative research methods. The scope of work includes the following key tasks:

1. Survey Design & Data Collection

The primary task will be the design and implementation of a global survey aimed at understanding how policymakers and policy influencers are currently using gender data, particularly the SDG Gender Index. This survey will need to be tailored to capture a broad range of perspectives across different regions, sectors, and levels of governance.

  • Design a comprehensive survey that effectively captures the use and application of gender data in policymaking processes.
  • Ensure that the survey design is inclusive and can be adapted to various political, cultural, and geographic contexts.
  • Collect both quantitative and qualitative data from a diverse set of respondents, including national and international policymakers, government officials, civil society leaders, and key influencers in the policy sphere.

2. Engagement with Policymakers & Policy Influencers

An important part of this survey will be engaging with key stakeholders to gather insights into their use of gender data. Researchers will be expected to identify and engage with policymakers and other high-level influencers who play a role in shaping policies that impact gender equality.

  • Identify and engage key respondents from different sectors and regions to ensure a wide variety of perspectives on the use of gender data.
