Search for Common Ground (Search) is an international conflict transformation NGO that aims to transform the way individuals, groups, governments and companies deal with conflict, away from adversarial approaches and towards collaborative solutions.
Search is conducting the final evaluation of Youth Talk Phase II, a multi-country program designed to empower adolescents and youth in conflict-affected communities across Mali, the Central African Republic (CAR), South Sudan, and Kenya. This evaluation will examine the program’s relevance, effectiveness, impact, and sustainability, ensuring a comprehensive understanding of its outcomes.
A key focus of the evaluation is the use of participatory and adolescent-inclusive Monitoring, Evaluation, and Learning (MEL) methodologies, ensuring that young people’s voices and experiences are at the center of the assessment. Through this process, Search aims to gather valuable insights into how the program has influenced youth empowerment in these challenging contexts and identify areas for future improvement.
We are looking for a qualified consultant to conduct the final evaluation. The consultant will be responsible for:
1. Designing the evaluation methodology and tools (aligned with participatory and adolescent-inclusive MEL approaches).
2. Developing data collection instruments
3. Conducting orientation and training sessions for Search country teams on data collection processes
4. Analyzing qualitative and quantitative data collected by Search country teams (Mali, Central African Republic (CAR), South Sudan, and Kenya)
5. Producing a final evaluation report and a learning document with key lessons learned
6. Presenting preliminary findings to Search and key stakeholders for validation.

Requirements of Consultant:
- Demonstrated expertise in participatory Monitoring, Evaluation, and Learning (MEL) with a strong focus on adolescent engagement, media, and conflict-affected communities
- Strong analytical, facilitation, and cross-cultural communication skills to effectively collaborate with Search country teams
- Strong experience in designing and implementing age-appropriate, participatory evaluation methods tailored to adolescents (ages 14-18), including those from marginalized and hard-to-reach backgrounds with varying levels of literacy and education
- Demonstrated skills in participatory MEL approaches, particularly in ensuring meaningful adolescent engagement in both data collection and interpretation
- Strong quantitative and qualitative data collection and analysis skills, including the ability to adapt tools to be youth-friendly and accessible
- Prior experience working in conflict-affected settings, particularly in one or more of the following countries: Mali, CAR, South Sudan, and Kenya, with an understanding of the local socio-political and security contexts
- Proficiency in English and French, as deliverables will be required in both languages.
- More than 5 years of experience in project evaluation, including collecting data in interviews, surveys and focus groups
Proposals will be evaluated based on the following criteria:
- Technical expertise (40%): Demonstrated experience in participatory, adolescent-inclusive MEL methodologies
- Experience in conflict-affected settings (20%): Experience working in at least one of the target countries (Mali, CAR, South Sudan, Kenya).
- Methodology & approach (20%): Feasibility and rigor of the proposed evaluation approach.
- Financial proposal (20%): Cost-effectiveness and value for money
Each application must include a Technical Proposal and a Financial Proposal.
All deliverables, including tools, reports, and training, must be provided in both English and French to ensure accessibility across program countries.
