Background
The G for Girls Initiative (GGI) is seeking a skilled and experienced Monitoring & Evaluation (M&E) Consultant to develop a comprehensive M&E framework to assess the effectiveness and impact of its programs. The consultant will design an M&E system, propose data collection and analysis methodologies, and offer strategic recommendations based on the findings.
Scope of Work
The M&E Consultant will be responsible for the following tasks:
- Developing a Work Plan: Create a detailed work plan outlining the activities to be undertaken during the consultancy period.
- Designing an M&E Framework: Develop a robust M&E framework that includes indicators, tools, and methodologies for tracking program progress and evaluating impact.
- Creating a Data Collection Plan: Design a data collection plan that includes both qualitative and quantitative methods for capturing program data.
- Training Staff: Provide training to relevant staff on using M&E tools and processes effectively.
- Budget Proposal: Develop a budget proposal for the estimated costs of implementing the M&E framework.
- Final M&E Strategy: Produce a final M&E strategy document that includes findings and actionable recommendations.
Deliverables
- Inception Report: Outline the approach, methodology, and timeline for the consultancy.
- Work Plan: Provide a step-by-step breakdown of the consultancy period and deliverables.
- M&E Framework: Develop indicators, tools, and reporting templates for the M&E system.
- Budget Proposal: Provide an estimated budget for the M&E activities.
- Final Report: Offer findings, recommendations, and a strategy for the sustainability of M&E activities.
Qualifications and Experience
- A minimum of 5-10 years of experience in Monitoring & Evaluation.
- Proven experience in designing and implementing M&E systems for programs.
- Strong analytical and data visualization skills.
- Excellent communication and training skills.
- Experience working with grassroots organizations, NGOs, governments, and donors is an added advantage.
- The ideal candidate should be between 18-37 years old.

About the Kwale Education and Mentorship Action (KWEMA) Project
The KWEMA Project is an education advocacy initiative focused on advocating for girls’ education in Vanga, Lunga Lunga Sub-county, Kwale County, addressing barriers like teenage pregnancy, forced child marriage, menstrual poverty, and lack of community awareness.
Project Focus Areas:
- Primary Schools: Literacy assessments, foundational literacy sessions, male-led menstrual health management (MHM) sessions, essay competitions, and scholarship workshops.
- Secondary Schools: Mentorship sessions during school holidays.
- Out-of-School Youth: Community policy dialogues, online dialogues, and advocacy campaigns for the 16 Days of Activism.
- Community Activities: Child protection awareness and parental education on the importance of girls’ education.
Expected Outcomes:
- 60% improvement in literacy levels of 800 learners across 5 schools.
- Improved awareness of gender-transformative learning environments.
- 200 young people educated on public participation and policy advocacy.
- Increased reporting and government action on child safeguarding concerns.
