Consultancy on Data Gathering and Report Drafting on Youth Participation in Parliament

The Inter-Parliamentary Union (IPU), the global organization of national parliaments, is seeking a consultant for a project aimed at gathering data and drafting a report on youth participation in national parliaments. The IPU works to promote democratic governance, human rights, gender equality, youth empowerment, and sustainable development through political dialogue, cooperation, and parliamentary action.

Context and Background

Despite comprising nearly half of the global population, youth (ages 15-25) remain vastly underrepresented in political institutions, with low levels of youth political engagement posing a threat to democracy. In 2014, the IPU developed a pioneering sex-disaggregated database on youth participation in parliaments, which has been regularly updated and serves as an official reference for monitoring Sustainable Development Goal 16.

In 2025, the IPU will produce a new report on youth participation in national parliaments, which will include up-to-date data, analysis of current legislation, and new research on pathways to parliament, the role of digital engagement, and the impact of policies on youth representation. The report will focus on intersectionalities, particularly the participation of young women, and will provide actionable recommendations to enhance youth involvement in national parliaments.

Work Objectives

Under the guidance of the IPU, the consultant will:

  1. Analyze IPU Data
    The consultant will analyze the IPU’s existing data on youth participation in national parliaments and supplement this with new data collected through surveys and research. This will involve reviewing survey responses, existing literature on youth participation, and analyzing trends related to youth representation, including through an intersectional lens.
  2. Design and Conduct Interviews
    The consultant will design and carry out qualitative interviews with current and former young MPs, focusing on their pathways to parliament, digital engagement, and policies that promote or hinder youth participation. The interviews will also gather insights on young women’s experiences, particularly those from marginalized or vulnerable groups.
  3. Draft the 2025 IPU Report
    The consultant will draft a report presenting comparative data on youth participation, including key findings from interviews and policy analysis. The report will offer practical recommendations for MPs and other stakeholders to enhance youth participation, particularly focusing on young women and marginalized groups.

Methodology

The consultant will:

  • Desk Review and Data Gathering: Conduct a comprehensive review of existing data, surveys, and literature on youth participation in parliaments. The consultant will also retrieve data from the IPU’s Parline database, focusing on key measures like youth quotas and youth participation initiatives.
  • Interviews and Focus Groups: The consultant will conduct 50-100 interviews or focus groups with young MPs, some of which may take place during an IPU meeting, such as the 150th IPU Assembly in Tashkent in April 2025. These interviews will focus on the pathways to parliament, intersectionalities, and the impact of policies on youth representation.
  • Report Drafting: Based on the collected data and interviews, the consultant will draft a report that presents the findings, including statistical correlations, trends, and policy recommendations. The report will offer specific guidance to MPs and stakeholders on enhancing youth participation.

Deliverables

  • Structured datasets in Excel, including graphs and figures.
  • Reports summarizing interviews and focus groups.
  • A comparative written report (20-30 pages) presenting findings and policy recommendations.
  • A proposal for infographics to highlight key data and findings.

Qualifications

  • Experience: Advanced experience in quantitative and qualitative research, particularly in the fields of parliaments, youth political participation, and youth policies. Experience with comparative research and policy guidance on youth participation is essential.
  • Skills: Expertise in data analysis using MS Excel, and proficiency in drafting clear and concise reports. The consultant should be capable of presenting complex data and findings in a format accessible to a wide audience.
  • Academic Background: A Master’s or PhD in social sciences, with a strong preference for candidates with a PhD.
  • Languages: Fluent in English or French. Knowledge of other languages such as Spanish or Arabic is an asset.

Duration and Location

The consultancy will span 50 working days between 5 May and 15 July 2025. The work is primarily home-based, with travel to an IPU meeting for interviews. The final report is due by 15 July 2025.

Remuneration

The consultant will receive a daily rate of 300-400 CHF, depending on experience and qualifications, with payment upon successful delivery of the agreed-upon deliverables.
