About the Role:
CAP Youth Empowerment Institute is looking for a dedicated and results-driven Monitoring & Evaluation (M&E) Officer to join our team. The M&E Officer will be responsible for designing, implementing, and managing M&E frameworks that will track and assess the effectiveness and impact of our projects and programs. The ideal candidate will have strong technical skills, excellent data management abilities, and a commitment to ensuring that the lessons learned from our activities inform the improvement of future programs. The role will involve developing robust M&E systems, conducting evaluations, and using data to make evidence-based decisions to enhance the organization’s impact.
Key Responsibilities:
- Design and Implement M&E Frameworks: Develop and manage systems for tracking project progress, outcomes, and impact. Ensure that frameworks are aligned with both organizational and donor objectives.
- Data Collection and Management: Create and manage data collection tools to ensure accurate and timely data collection and integration into Management Information Systems (MIS).
- Monitoring and Analysis: Conduct regular assessments of project performance, analyzing data to identify challenges and provide actionable insights to enhance project delivery.
- Field Monitoring: Undertake field visits to monitor project activities, verify data accuracy, and assess the quality of project implementation.
- Conduct Evaluations: Lead baseline, mid-term, and end-line evaluations to measure project effectiveness and impact. Ensure that evaluations are timely, comprehensive, and aligned with donor and organizational standards.
- Support Evidence-based Decision Making: Translate M&E findings into recommendations for program design and improvements. Create accessible, user-friendly reports to share with key stakeholders, ensuring that lessons learned are incorporated into ongoing and future activities.
- Timely and Accurate Reporting: Prepare and submit high-quality reports in compliance with donor and organizational guidelines. Ensure that reports reflect accurate, verified data and analysis.
- Capacity Building: Lead training and workshops on M&E methodologies for staff and partners, building organizational capacity in data collection, analysis, and reporting.
- Stakeholder Engagement: Collaborate with donors, partners, and stakeholders to ensure that M&E activities align with project goals and deliverables.
Key Performance Indicators (KPIs):
- Timeliness & Quality of Reports: Percentage of reports submitted on time, meeting quality and content standards.
- Data Accuracy & Integrity: Percentage of verified, error-free data entries in the M&E system.
- Evaluation Completion Rate: Percentage of planned evaluations completed on time and within scope.
- Utilization of M&E Findings: Number of program modifications or adaptations informed by M&E findings.
- Capacity Building Success: Number of staff trained in M&E techniques and the resulting improvements in their competency.
- Stakeholder Engagement: Frequency and quality of presentations and discussions with donors and partners on M&E findings.
Qualifications & Experience:
- Educational Background: Master’s or Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, or related fields.
- Professional Experience: A minimum of 3-5 years of experience in an M&E role within development or similar sectors.
- Technical Skills: Strong proficiency in M&E software tools, such as SPSS, Stata, Power BI, or similar platforms. Knowledge of MEL frameworks, impact assessment methodologies, and adaptive learning practices is essential.
- Communication Skills: Excellent reporting, analytical, and presentation skills, with the ability to communicate complex data in a clear and accessible manner.
- Additional Experience: Experience with donor-funded projects is an added advantage.
