The Role

CIFOR-ICRAF is seeking a highly motivated Programme Manager to lead the Regreening Africa Programme—an ambitious, multi-institutional initiative aimed at ecosystem restoration and sustainable land management across seven countries in the Sahel and Horn of Africa. In its second phase, this programme is recognized as a UN Decade Flagship for Ecosystem Restoration.

The Programme Manager will play a critical role in coordinating and managing the programme, ensuring successful outcomes through strong partnerships, effective communication, and strategic leadership.

Key Responsibilities

As the Programme Manager, you will oversee the overall management and operations of the Regreening Africa programme, ensuring effective coordination and delivery of activities across the participating countries: Ethiopia, Somalia, Nigeria, Senegal, Ghana, Mali, and Niger. Key duties include:

  1. Programme Management
    • Provide technical input and contribute to scientific publications.
    • Ensure seamless coordination and collaboration among all implementing entities in the seven countries.
    • Manage the programme’s budget in close collaboration with CIFOR-ICRAF finance staff.
    • Prepare programmatic reports, annual plans, and budgets for donors.
    • Facilitate semi-annual planning and budgeting processes.
    • Ensure the timely delivery of all project outputs, maintaining high standards of quality.
    • Mentor, supervise, and manage programme team members, including staff and consultants.
  2. Coordination and Stakeholder Engagement
    • Develop and enhance partnerships with country-level partners and regional leadership.
    • Ensure the effective functioning of regional and intra-country teams, ensuring that partners’ strengths are fully utilized.
    • Monitor progress, quality, and corrective actions as needed.
    • Support country teams in preparing annual implementation plans and budgets.
    • Facilitate Programme Steering Committee meetings and policy engagement processes.
    • Support advocacy efforts and policy development through documentation such as policy briefs and position papers.
  3. Donor Relations and Reporting
    • Maintain strong relations with the donor organization, providing regular updates on programme progress and developments.
    • Lead the preparation of progress updates and ensure that all reporting requirements are met.

Requirements

  • Education: Minimum of a Master’s Degree in project management, environmental science, restoration, agroforestry, development, agriculture, or a related field.
  • Experience:
    • At least 10 years of progressive experience in managing international development projects.
    • A minimum of 5 years of experience managing multi-country development programmes.
    • Strong experience (at least 5 years) in people management, strategic planning, risk management, and using project management tools.
    • Proven track record of managing complex, multi-stakeholder projects and facilitating activities across multiple organizations.
    • Experience in participatory approaches, particularly with farmer innovation, is an advantage.

  • Location: The duty station will be in Dakar, Senegal, at CIFOR-ICRAF offices.
  • Competitive remuneration is offered, in USD, commensurate with skills and experience.
