Background 

Girls Not Brides is the only global organisation uniquely focused on creating and sustaining a worldwide movement to end child marriage and ensuring that this movement leads to tangible change for the girls at risk or affected by the practice. We are a network of over 1,600 civil society organisations in over 100 countries working in partnership to end child marriage.  
Our vision is a world without child marriage where girls and women enjoy equal status with boys and men and can achieve full potential in all aspects of their lives. 

In Africa, Girls Not Brides focuses primarily on working with members, National Partnerships and Coalitions to influence regional, sub-regional and national institutions and governments to strengthen their commitments to child marriage and translate these commitments into effective, integrated and inclusive action that will impact the lives of married girls, girls at risk of child marriage, and their communities. This includes strengthening and supporting country-level collective approaches to address child marriage. 

Given the vast scale of the region, our strong membership, and the ongoing efforts to address child marriage by governments, civil society, UN-agencies and other (inter)national stakeholders, the role of Girls Not Brides is to strengthen the movement and keep actors accountable to their commitments. Our approval is to ‘go deep, not wide‘ which includes sustained longer-term interventions supporting members, as opposed to one-off activities. 

Objective of the consultancy

The objective of this consultancy is to map and identify women-led and youth-led organisations within Girls Not Brides membership database on Salesforce, and their capacities; with the aim of unpacking what targeted interventions for women-led and youth-led organisations should be. 

The consultant will also provide actionable recommendations on integrating youth-led and women-led organisations into Girls Not Brides’ planning and programming. This will ensure they have access to relevant capacity-building opportunities and are positioned for greater influence in the movement to end child marriage.  

Scope of work

The consultant will be responsible for developing key definitions, and description of women-led and youth-led organisations, to be shared with the Girls Not Brides team, as part of the inception report/proposal of work. After agreement on the definitions, develop a set of survey questions in line with the definitions, to identify the women-led and youth-led organisations from the wider Girls Not Brides membership, and the thematic areas of their work, geographical location and coverage. 

After this, the consultant’s survey will be shared with members by Girls Not Brides using contact information databased on Salesforce, as well as directly to members’ communication platforms, while interviews will be arranged as required by the consultant to verify the information on Salesforce, as well as access their capacities and capabilities, and capacity gaps to inform targeted opportunities for development, speaking and attending events. 

The consultant will be responsible for: 

  1. Defining Key Criteria: Develop and refine definitions of “youth-led” and “women-led’ organisations in consultation with the Secretariat.
  2. Review and Mapping: Assessing the membership and categorising youth-led and women-led organisations based on thematic focus and geographical reach. 
  3. Engagement and Validation: Conduct outreach (surveys and interviews) with sample organisations to verify information, assess their capacities, and identify gaps. 
  4. Analysis and Reporting: Develop institutional profiles of selected organisations, to generate a sample of governance, financial, administrative, and technical capacities. 
  5. Recommendations and Programmatic Ideas: Provide actionable recommendations for integrating youth-led and women-led organisations into programmatic interventions, including, but not limited to, advocacy and capacity strengthening.          
                                                                                                                                                                                                                                                                                                                                   

Ethical considerations

The consultant will follow all provisions in Girls Not Brides Guidelines for Ethical Communications around Child Marriage.

Deliverables

The following deliverables are expected, after signing the contract with the successful consultant: 

  1. Inception Report: Definitions, methodology, and work plan and draft tools for data collection; and a road map of activities related to the consultancy. 
  2. Mapped Categories: Categorised and quality database list of youth-led and women-led organisations with thematic and geographic details. 
  3. Capacity Assessment Report: Analysis of organisational strengths, gaps, and capacity building needs. 
  4. Final Report & Recommendations: Strategies for programmatic engagement and strengthening of youth-led and women-led organisations. This should include a list of names and designations of persons interviewed. 



Timelines

The consultant is expected to complete the workshop report and deliverables within 40 days. 

Work location

The consultancy assignment is expected to be performed remotely, from the consultant’s usual location. Girls Not Brides will not be responsible for operating costs, utility bills, maintenance costs or any incidental cost associated with the use of the workstation. Travel is not required for this assignment. 


Reporting requirements

The consultant will be supervised by the Senior Gender Officer, on the Africa team, with technical input and support from the Girls Not Brides Partnership team. 

The Senior Gender Officer will provide technical guidance and oversight to the consultant and monitor the assessment progress/process; while the Partnership team will provide access to the Girls Not Brides database, Salesforce, and monitor the consultant’s use of the database. 

The Head of Africa Engagement will oversee the process and sign-off of final deliverables.

Competencies

The consultant should possess the following qualifications:  

  • Be a proactive MEL professional with strong expertise in collecting, assessing and analysing data, and organisational capacity assessments. 
  • A solid knowledge of international development and social development instruments and related experience (at least 5 years) at regional and international levels. 
  • Considerable experience in Child Marriage and related programming such as women empowerment, girls’ right advancement and youth empowerment, is an added advantage. 
  • Good analytical and writing skills, and the ability to present the results in a simple language, making use of visual aids (maps, graphs). 
  • Excellent command of English, both oral and written; knowledge of French and Portuguese is an asset. 
  • Excellent interpersonal and communication (oral and written) skills, including with people from diverse cultural and language backgrounds. 
  • Previous work experience with Non-Governmental Organisations or International Non-Governmental Organisations will be considered a strong asset.

  • Timeline and milestones (workplan). 
  • Risk and mitigation measures. 
  • Financial proposal – specify an all-inclusive fee, in the preferred currency of payment, detailing the amount of pay per day of work requested for the completion of tasks described in the Terms of Reference. The specified fee will include all the estimated costs related to the service provided under this Terms of Reference.
  • As an annex, a short sample or links to related work previously conducted by the consultant.
