Objective of the Programme

The Department of Business Operations Services is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Eastern Mediterranean Region, particularly in the areas of human resources, talent management, administration, budget and finance, supplies, OSS, and IT services.

The Human Resources and Talent Management Unit ensures the availability of a competent and motivated workforce to deliver program activities in line with WHO’s global mission. This is achieved through advising management, HR planning, succession planning, job design, recruitment, contract administration, staff development, performance management, and staff relations.

Description of Duties

The HR Officer may perform the following duties:

Workforce Strategic Planning & Succession Planning

  • Develop and implement workforce plans aligned with organizational goals and objectives.
  • Collaborate with the Regional Office for job design and classification, ensuring accurate and equitable placement of positions.
  • Advise on appropriate contract types and support the negotiation of special agreements.
  • Work with management to ensure effective talent retention and succession planning.

Talent Acquisition

  • Lead and support the recruitment and selection processes for the client group, ensuring high-caliber professionals are attracted and retained.
  • Administer selection procedures for fixed-term and temporary staff, advising on rules, regulations, and procedures.
  • Serve as an HR Representative on selection panels, ensuring transparency, confidentiality, and promoting diversity and mobility policies.
  • Review vacancy announcements and collaborate with hiring managers to establish selection criteria and interview questions.
  • Draft selection reports and ensure compliance with organizational policies.

Entitlements & Benefits

  • Advise on entitlements and benefits, ensuring compliance with WHO policies.
  • Contribute to the development of competitive compensation packages.

  • Support the client group in managing performance, career progression, and professional development.
  • Foster a culture of continuous improvement and professional growth.

Collaboration & Liaison

  • Establish and maintain close collaboration with HR Business Partners and other relevant counterparts.
  • Contribute to crosscutting projects to address HR-related matters.

Initiative & Action

  • Lead HR actions and topics, translating workforce plans into actionable strategies.
  • Ensure alignment with organizational objectives and contribute to achieving client group goals.

Required Qualifications

Education

  • Essential: A first-level university degree in human resources management, public or business administration, or related fields.
  • Desirable: Advanced university degree or certification in human resources management.

Experience

  • Essential: At least five years of progressively responsible experience in human resources management with international exposure. Proven ability to provide advice and guidance to senior management teams.
  • Desirable: Experience in HR within the UN system or multinational environment, particularly in country office and emergency settings.

Functional Knowledge & Skills

  • Knowledge of human resources practices, especially in recruitment, screening, and interview techniques.
  • Familiarity with IT-based recruitment systems and ERP systems.
  • Knowledge of international HR practices would be an advantage.

Use of Language Skills

  • Essential: Excellent knowledge of English.

Remuneration

  • Annual Base Salary: USD 64,121 (subject to deductions for pension contributions and health insurance)
  • Post Adjustment: USD 1,892 per month (reflecting cost of living in the duty station)
  • Other Benefits: 30 days of annual leave, allowances for dependent family members, home leave, education grant for dependent children.
