Background
UN Women, established to promote gender equality, eliminate discrimination, and empower women and girls, has partnered with the Government of Kazakhstan to address the gender equality gaps in the country. The project, titled “Assisting Kazakhstan in the Implementation of the Concept of Family and Gender Policy to Ensure Gender Equality and Empower All Women and Girls”, aims to improve gender equality and women’s empowerment in Kazakhstan. The initiative began in September 2022 and is scheduled to run through to 2024, with the final evaluation set for 2025.
This project focuses on achieving Sustainable Development Goal (SDG) 5, which promotes gender equality and empowers all women and girls. With the involvement of UNFPA, UNESCO, and national partners, the initiative seeks to make significant contributions to Kazakhstan’s gender equality framework. Its objectives include strengthening gender aspects in education, increasing the capacity of national institutions, and empowering women from vulnerable groups, especially in post-COVID-19 recovery efforts.
Objective
The final evaluation of the project, conducted in 2025, will assess the relevance, effectiveness, coherence, and sustainability of the project’s results. This evaluation will align with the guidance set by the UN Women’s Independent Evaluation Office, the United Nations Evaluation Group (UNEG) standards, and ethical evaluation codes. Additionally, the process will be Human Rights and Gender Responsive, ensuring that gender issues are central to all stages of evaluation.
Key Objectives of the Evaluation:
- Assess whether the project design aligns with the gender equality goals and addresses key barriers to women’s political participation and economic empowerment.
- Evaluate the effectiveness of the strategies and approaches used in achieving gender equality outcomes.
- Determine the extent to which the project’s expected outputs and outcomes were achieved.
- Analyze how well the project adapted to the evolving political, legal, and social context in Kazakhstan.
- Assess the coordination mechanisms and their contribution to the project’s success.
- Provide actionable recommendations for future gender-focused projects in Kazakhstan.
The evaluation will play a critical role in guiding future interventions and decision-making, contributing to organizational learning and ensuring accountability for all stakeholders.
Scope of Evaluation
The final evaluation will encompass the entire project lifecycle from September 2022 to May 2025. It will involve a comprehensive review of all activities conducted, including those at the central and regional levels of Kazakhstan. The evaluation will focus on both national and local-level activities, with particular attention paid to capacity-building efforts and the involvement of national partners in developing gender-responsive policies.
The project has engaged various stakeholders, such as the Ministry of Culture and Information (MCI), the National Commission on Women’s Affairs, Family and Demographic Policy, and local authorities. Thus, the evaluation will require the collection of data from multiple sources, including government bodies, project beneficiaries, UN agencies, and local communities.
The evaluation will be carried out between March and September 2025, with the team conducting field missions in Kazakhstan to gather data. The international consultant will be expected to lead the data collection process, ensuring comprehensive coverage of all aspects of the programme’s implementation.
Role of the International Evaluation Consultant
The International Consultant will serve as the Evaluation Team Leader, responsible for leading the evaluation process from start to finish. This includes overseeing the work of a national consultant and managing the data collection, analysis, and report writing stages of the evaluation. The consultant will ensure the evaluation adheres to UN Women’s standards and methodologies, while also managing the team to meet deadlines and ensure the quality of the outputs.
Key Responsibilities:
- Lead the inception phase, including the development of the evaluation design, methodology, and workplan.
- Supervise the national consultant and ensure high-quality research, data collection, and analysis.
- Conduct field missions in Kazakhstan to collect data and meet with key stakeholders.
- Provide guidance and quality assurance for all data collection processes.
- Lead the preparation of both the draft and final evaluation reports and ensure their timely submission.
- Coordinate with relevant reference groups and stakeholders, including government officials and UN partners.
- Ensure that the evaluation findings are disseminated appropriately to all stakeholders, including the MCI, the National Commission, and other relevant parties.
Required Qualifications
The successful candidate will have extensive experience in evaluation, gender equality, and project management. They should possess:
- Education: A Master’s degree in social sciences, gender studies, international relations, economics, or related fields.
- Experience: At least 7 years of relevant experience in conducting evaluations of development projects, with a focus on gender-responsive and human rights-based methodologies.
- Proven expertise in leading evaluations of strategies and policies in the context of gender equality and women’s empowerment.
- Experience in Central Asia or similar regions will be considered an advantage.
- Experience working with the UN system or international organizations is a plus.
Functional Skills:
- Strong analytical, writing, and reporting skills.
- Ability to work with diverse stakeholders and manage relationships effectively.
- Experience in participatory approaches to evaluation, engaging local communities and stakeholders.
- Expertise in gender mainstreaming and gender analysis.
Languages:
- Proficiency in English is required.
- Knowledge of Russian will be considered an advantage.
