Background and Purpose

Girls Not Brides is a global partnership of over 1400 members in more than 100 countries committed to ending child marriage and ensuring girls can fulfill their potential. Girls Not Brides envisions a world without child marriage where girls and women enjoy equal status with boys and men.

As part of its mission, Girls Not Brides seeks a comprehensive understanding of the international funding landscape for preventing and responding to child marriage. With changes in the global funding environment, such as shifts in U.S. administration policies and cuts to international aid, this research will assess which funders are currently supporting interventions, where funding is going, and identify future funding trends to ensure investments are targeted effectively.

Scope of Work

The consultancy will involve five phases:

Phase 1: Inception Phase (Mid-March – End of April)

  • Research design, considering challenges and limitations.
  • Engagement with an external advisory group.
  • Define the scope of the research and key decision-makers to influence.

Phase 2: Accessing and Analyzing Funding Data (May)

  • Access and analyze funding data related to child marriage from key donors, international organizations, and philanthropic sources.

Phase 3: Accompanying Qualitative Research and Analysis (June – Mid-July)

  • Qualitative research to enhance analysis of funding data, identifying gaps, challenges faced by implementers, and key recommendations for funders.

Phase 4: Presentation and Delivery of Findings (End of July)

  • Present findings in accessible formats, including data visualizations and reports.

Phase 5: Co-design of Core Output(s) with Girls Not Brides (September/October)

  • Collaborative work to refine outputs, including reports and communications tools.

Expected Deliverables

  1. Inception Report (Mid-March – End of April):
    • Detailed research design and a 1-page overview for external audiences.
  2. Midway Presentation:
    • Emerging findings and any unexpected challenges.
  3. Presentation of Findings and Analysis:
    • Final presentation of findings based on data analysis and qualitative research.
  4. Draft Report:
    • A draft report synthesizing the research findings.
  5. Final Report and other outputs:
    • A final comprehensive report with actionable insights.

Consultant Profile & Required Expertise

We are looking for a consultant (individual or team) with:

  • Proven experience in analyzing international funding datasets (e.g., OECD, IATI).
  • Strong knowledge of gender equality, child rights, women’s rights, and international development.
  • Familiarity with the international funding landscape, especially funding for adolescent girls, education, SRHR, and gender equality.
  • Expertise in designing mixed methods research, including quantitative data analysis and qualitative research.
  • Strong analytical and synthesizing skills to communicate complex data meaningfully.
  • Fluent verbal and written English.
  • Experience with feminist analysis to promote gender-transformative action and investments.

    • Discuss anticipated challenges and limitations and your ideas for addressing them.
    • Identify anticipated input/resources from Girls Not Brides.
    • Highlight previous relevant experience with links to outputs.
  3. Proposal (maximum 1-2 pages):
    • Provide a work plan and budget for the inception phase.
    • Include an indicative budget for other phases of the project.

Important: The standard daily rate for this consultancy is capped at £500.
