The Global Portfolios Office (GPO) and New York Portfolios Office (NYPO) support the United Nations Secretariat and other New York-based UN entities, bilateral and multilateral partners, in delivering UNOPS mandates related to project management, infrastructure management, and procurement management.
The Sustainable Development Cluster (SDC), which combines portfolios such as Grants Management Services (GMS), UN Technology Support Services (UNTSS), and the Development and Special Initiatives Portfolio (DSIP), supports partners with peacebuilding, humanitarian, and development operations worldwide. With a presence in approximately 125 countries, the SDC serves programs with a global perspective, focusing primarily on partners based in New York.
UNOPS is partnering with the UN Development Coordination Office (DCO) to support the implementation of various initiatives within the UN Sustainable Development Group (UNSDG), including the Efficiency Reform, Business Operations Strategies (BOS), Common Back Offices (CBO), and Global Shared Services (GSS).
UNOPS is seeking a Data Management Senior Officer to support the Common Back Offices (CBO) project, a mechanism aimed at consolidating UN operational services at the country level to streamline processes and reduce overhead costs.
This position will be filled by a UNOPS staff member.
Functional Responsibilities
The Data Management Senior Officer will perform the following responsibilities:
Data Management and Analysis:
- Collaborate in planning, designing, and executing data management strategies for the CBO project.
- Organize, validate, and analyze data inputs to establish baselines for cost and volume for services.
- Consolidate, analyze, and visualize data across various entities to support decision-making.
- Quantify and track potential efficiency gains from CBO activities.
Performance Tracking and Reporting:
- Coordinate the establishment and monitoring of Key Performance Indicators (KPIs) across CBO services.
- Collaborate with stakeholders to produce reports providing actionable insights into CBO performance.
- Serve as the primary point of contact for stakeholders on data management and analysis related to CBO planning and implementation.
Capacity Building and Collaboration:
- Train colleagues from UN Country Teams (UNCT) and Operations Management Teams (OMT) on data collection, analysis, and visualization tools.
- Ensure consistent and accurate data gathering by following up with focal points through clinics and calls.
Tools and Templates Development:
- Develop and improve tools and templates for data collection, analytics, and visualization.
- Assist in creating scalable analytical models for the expansion of CBO services.
Documentation and Knowledge Sharing:
- Consolidate lessons learned, best practices, and guidelines related to CBO data management.
- Document workflows and processes to ensure efficient knowledge transfer.
Monitoring and Progress Control:
- Prepare baseline reports for CBO countries, including data wrangling, cleanup, analysis, and recommendations.
- Enhance tools and templates for data analytics and visualization.
- Develop a repeatable analytical model for scaling CBO services, considering both service providers’ and clients’ perspectives.
- Create training materials and provide training sessions for stakeholders on using tools for data collection and visualization.
- Collaboratively produce reports on CBO operations and share lessons learned.
Education/Experience/Language Requirements

Education:
- A Master’s degree (or equivalent) in Data Management, Data Analysis, Information Systems, Statistics, or a related field with at least 2 years of relevant experience; OR
- A Bachelor’s degree (or equivalent) in a relevant field with at least 4 years of relevant experience.
Experience:
- Required:
- Experience in data management, analytics, and/or visualization.
- Experience planning, executing, or communicating data management initiatives.
- Proficiency in analytics tools (e.g., Power BI, Tableau) and scripting languages (e.g., SQL, Python, R).
- Experience in data collection, cleaning, and visualization methodologies.
- Desired:
- Experience with version control tools (e.g., Git).
- Familiarity with the UN system or similar organizations.
- Advanced knowledge of MS Office (especially Excel) and general office technologies.
Language:
- Fluency in English (reading, writing, speaking) is required.
- Knowledge of other UN official languages is an advantage.
