Position Objective:

The Senior Policy Specialist will play a pivotal role in developing and delivering high-quality, evidence-based policies that align with the GCF’s strategic goals and international best practices. Reporting to the Head of Policy, you will lead the development, review, and implementation of policies, ensuring they contribute to the Fund’s performance and global impact.

Key Responsibilities:

  • Policy Development & Proposals:
    Develop and draft policy proposals for Board consideration, collaborating with subject-matter leads to update GCF strategies and programs.
  • Comprehensive Analysis:
    Conduct in-depth analyses including impact assessments, cost-benefit analyses, and risk assessments to ensure robust and data-backed policy recommendations.
  • Engagement & Stakeholder Management:
    Engage with the GCF Board, senior management, and independent units to build consensus for policies, ensuring all stakeholders’ views are considered and addressed effectively.
  • Policy Framework Enhancement:
    Lead efforts to refine and improve the GCF policy framework and policy cycle, incorporating lessons from evaluations, audits, and operational experiences.
  • Collaboration & Best Practices:
    Cultivate relationships with peer organizations (e.g., multilateral climate funds, development banks) to integrate the latest knowledge and approaches into GCF’s policy development.
  • Delivery & Coordination:
    Lead policy teams, manage timelines, and coordinate stakeholder inputs to ensure the successful development and delivery of policy proposals.

Required Qualifications & Experience

  • Education:
    A Master’s or higher degree in Law, International Relations, Economics, or a related field. Alternatively, a Bachelor’s degree plus two (2) additional years of relevant experience.
  • Experience:
    At least 11 years of experience in policy development, ideally within government or international organizations, including climate finance or international development expertise. Knowledge of GCF policies and programs is preferred.
  • Skills & Competencies:
    • Analytical and problem-solving skills for complex policy issues.
    • Strong negotiation and political judgment skills.
    • Expertise in project management, organizational skills, and stakeholder engagement.
    • Excellent communication skills, both written and verbal.
    • Fluency in English; knowledge of another United Nations language is an advantage.
