Study in Romania: Romanian Government Scholarships for Non-EU Citizens 2025 (fully-funded & available for undergraduate, master’s, and PhD)

The Romanian Government offers scholarships each year to citizens from non-EU countries through the Ministry of Foreign Affairs. These scholarships are available for undergraduate, master’s, and PhD programs in accredited higher education institutions in Romania.

Here are the key details:

Eligibility:

  • Open to non-EU citizens.
  • Applicants must have good educational results, with an average of at least 7 (or “Good” score) according to the Romanian grading system.
  • Fields of study: All fields, except Medicine, Dental Medicine, and Pharmacy.
  • For Bachelor’s and Master’s programs, study will be conducted in Romanian. For PhD programs, applicants can choose to study in Romanian or another language set by the doctoral school.
  • A preparatory year in Romanian is offered for students who are not fluent in Romanian.
  • Only applicants who have not previously received a Romanian Government scholarship for the same level of study are eligible.

Application Period:

  • Start date: 29 January 2025
  • End date: 12 March 2025
  • Results will be announced by 30 June 2025.

Required Documents:

  • Diplomas (e.g., Baccalaureate, Bachelor’s, Master’s, or Doctorate degree).
  • Transcripts of completed studies.
  • Copy of the birth certificate and passport.
  • Curriculum Vitae (CV) in English or French.
  • For PhD applicants: a letter of intent, list of scientific works, and the agreement of a doctoral tutor.
  • Additional documents may be required for specific cases, such as name change documents or certificates proving completion of studies.

  • The platform is available in both English and French.

Selection Process:

  • Applicants will be notified of the results by 30 June 2025.
  • Successful candidates will receive a Letter of Acceptance for Studies in Romania and must then apply for a long-stay visa.
