Consultant to Develop a Strategy for the Prevention of Violence Against Women (Home-Based)
Position Overview:
UN Women is seeking a consultant to develop a comprehensive strategy for the prevention of violence against women (VAW). This strategy will analyze the current prevention landscape, build on UN Women’s previous efforts in the field, and propose actionable pathways for programming and policy advocacy over the next 4-5 years. The consultant will engage with key stakeholders, including UN Women staff, other UN agencies, civil society organizations (CSOs), and development partners to formulate a robust strategy that enhances UN Women’s work on preventing VAW.
Background:
UN Women is dedicated to advancing gender equality and empowering women and girls worldwide. As part of its global agenda, UN Women focuses on eliminating violence against women and girls (VAWG), which remains a critical barrier to achieving the Sustainable Development Goals (SDGs). The Ending Violence Against Women (EVAW) section, based in New York, works to prevent violence, increase access to services for survivors, and make public and private spaces safer for women and girls.
This consultancy aims to create a clear and coherent strategy for the next 4-5 years, synthesizing existing frameworks and engaging stakeholders across sectors to identify the most effective prevention approaches.
Key Responsibilities:
The consultant will be responsible for the following tasks:
- Synthesis Report (Due: April 15, 2025):
- Analyze key trends, gaps, challenges, and opportunities in the current field of VAW prevention, providing actionable insights to inform future programming.
- Draft Prevention Strategy (Due: May 10, 2025):
- Develop a draft prevention strategy document, including a vision, objectives, and proposed actions for the next 4-5 years.
- Final Prevention Strategy (Due: May 30, 2025):
- Finalize the prevention strategy based on feedback, ensuring it provides a clear and coherent framework for future action.
All deliverables will be submitted in English and in electronic format.
Required Qualifications:
- Education:
A master’s degree in social sciences, gender studies, international development, human rights, or a related field is required. A PhD is an advantage.- A first-level university degree combined with additional years of relevant experience may be accepted in lieu of an advanced degree.
- Experience:
- Minimum of 10 years of experience in designing, planning, implementing, monitoring, and evaluating VAW prevention programs at the international level.
- Expertise in evidence-based approaches to preventing VAW and girls (EVAWG).
- Experience in participatory research methods and knowledge of the prevention of VAWG is a strong asset.

- Strong communication and presentation skills.
- Excellent writing, analytical, and organizational skills in English.
- Ability to engage diverse stakeholders and collaborate effectively.
- Deep understanding of gender equality and women’s rights issues.
Language Skills:
- Excellent verbal and written proficiency in English is required.

- Location: Home-based, with no travel expected.
