Job Opportunity: Manager, Right-Fit Evidence – Innovations for Poverty Action (IPA)

Position Summary: Innovations for Poverty Action (IPA) is seeking a dynamic and motivated Manager to join the Right-Fit Evidence (RFE) Unit. This role will focus on managing and delivering impactful evidence- and learning-related advisory services. You will work with a diverse range of clients, including implementing organizations, funders, and government agencies, across various sectors such as education, technology, agriculture, and livelihoods. As a part of IPA’s global management team, you will contribute to the strategic development of the RFE Unit while overseeing the execution of a portfolio of projects that promote the effective use of evidence for learning and decision-making.

In this position, you will manage 1-2 Advisors, report to an Associate Director or Director of RFE, and work closely with the wider RFE team. The role requires candidates with strong project management skills, a deep understanding of monitoring, evaluation, and learning (MEL) strategies, and the ability to manage complex engagements in low- and middle-income countries.

Key Responsibilities:

  • Engagement Management: Oversee the design, delivery, and execution of 2-3 simultaneous advisory engagements, ensuring high-quality, tailored solutions for clients’ MEL needs.
  • Client Relations: Serve as the primary point of contact for funders, government stakeholders, and implementers, facilitating workshops and providing technical guidance on data-driven decision-making.
  • Team Leadership: Manage 1-2 RFE Advisors, ensuring effective collaboration and high-quality implementation of advisory services.
  • Financial Management: Oversee project finances, ensuring delivery of outputs on time and within budget.
  • Advisory Support: Provide technical assistance to IPA policy and country office teams working with government partners on MEL strategies.

Qualifications:

  • Required:
    • A Master’s degree in international public policy, economics, or a related field, with coursework in quantitative methods.
    • At least 4 years of relevant work experience in M&E, public sector education policy, program management, operational research, or consulting.
    • Strong experience in designing and managing MEL strategies and systems.
    • Excellent analytical, quantitative, and conceptual thinking skills.
    • Project and people management experience with a demonstrated ability to manage multiple stakeholders.
    • Strong communication skills, with the ability to present complex information clearly, both verbally and in writing.
    • Experience in low- and middle-income countries and familiarity with global debates around MEL and evidence use for decision-making.
    • Entrepreneurial, self-starter mindset with excellent multi-tasking abilities.
    • Ability to travel up to 20% of the time.
  • Preferred:
    • Prior consulting experience or providing professional services in international development.
    • Expertise in specific areas of international development, particularly in education, and/or experience working with government stakeholders.
    • Familiarity with M&E technologies (e.g., Survey CTO, ODK) and data collection software.
    • Experience with qualitative data collection and analysis, including randomised controlled trials (RCTs).
    • Proficiency in French and/or Spanish.
    • Lived experience in Africa and/or low- and middle-income countries.
