- Two reports and updates with two comprehensive updates and four ad-hoc updates.

Duties and Responsibilities:
Under the oversight of the OCHA Senior Coordinator for Protection from Sexual Exploitation and Abuse and Sexual Harassment, and in consultation with stakeholders within the IASC (Inter-Agency Standing Committee) and broader PSEA (Protection from Sexual Exploitation and Abuse) community, the consultant will:
- Update the Global SEARO Index: By the end of December 2025, including all elements from the June update, review underlying indicators against SEARO’s quality criteria, and identify alternative indicators if needed.
- Ad-hoc Updates: Provide up to 4 ad-hoc updates to the SEARO Global Index, as required, to include countries not yet covered by the index, especially where Humanitarian Needs and Response Plans (HNRPs) or Flash Appeals are launched.
- Stakeholder Engagement: Participate in ongoing discussions and meetings related to the adoption, use, and development of SEARO, in consultation with stakeholders based in New York.
Necessary Qualifications:
- Professional Experience: Experience in information management, risk modeling, or data analysis.
- Humanitarian Experience: Experience working in an inter-agency context within the international humanitarian system.
- English Fluency: Professional fluency in English required.
- Index Design: Experience in designing, building, and publishing composite indices or similar statistical models.
- Knowledge of INFORM Methodology: An advantage.
Qualifications/Special Skills:
- Educational Requirements:
- Advanced university degree (Master’s or equivalent) in information management, statistical modeling, or social sciences. A first-level university degree combined with qualifying experience may be accepted.
- Experience:
- At least five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related fields.
- Experience working in an inter-agency context within the international humanitarian system.
- Experience in designing, building, and publishing composite indices or similar statistical models.
- Previous professional experience in sexual exploitation and abuse, gender-based violence, or humanitarian affairs, with experience in humanitarian contexts.
- Knowledge of INFORM Methodology: Desirable.
Languages:
- Fluency in English is required.
- Knowledge of French is desirable.
