Role Overview:
The Advisor on Institutional Capacity Building will be seconded to the African Union Commission (AUC) as part of the GIZ African Union Institutional Capacity Building Programme (ICBP). This role focuses on supporting the AUC’s capacity to develop, coordinate, and align Africa’s common positions on global policy priorities. The Advisor will assist with institutional knowledge management, capacity building, and improving Africa’s position in global governance, particularly on public policy issues.
Main Responsibilities:
- Knowledge Management: Support the department in managing and analyzing data on key themes for international discussions involving the AU and global stakeholders.
- Stakeholder Engagement: Facilitate communication and consultation with stakeholders within Africa and globally.
- Consultation and Harmonization: Help in the harmonization of African common positions, supporting meetings and deliberations.
- Analytical Support: Provide technical and analytical support to the AU Commission on public policy issues.
- Communication Strategy: Develop and implement a strategy for internal and external communication, engaging AU Member States, Regional Economic Communities (RECs), NGOs, and the media.
- Capacity Building: Strengthen the AUC’s ability to effectively communicate African positions on global public policy issues.
- Global Liaison: Support liaison with multilateral organizations, development partners, and civil society.
- Technical Assistance: Provide support to AU senior leadership in global meetings and negotiations.
Qualifications:
- Education: Master’s degree or equivalent in Communication Science, Digital Media, Political Science, Development Studies, or related fields.
- Experience: Minimum of 7 years’ professional experience in Africa, particularly with public institutions, civil society organizations, or international organizations.
- Skills:
- Excellent consulting, communication, and networking abilities.
- Knowledge of current trends in African public policy, SDGs, and the AU Agenda 2063.
- Proficiency in using MS Office 365 and digital communication tools.
- Strong analytical, conceptual, and problem-solving skills.
- Strong intercultural and gender diversity management skills.
- Fluency in French and business proficiency in English or another AU official language.
- Other: Strong commitment, reliability, team spirit, and discretion in handling sensitive matters.
