Position Details
Overview of the Assignment
The consultancy focuses on contributing to the Global Education Monitoring Report (GEM Report), which evaluates progress toward SDG 4: quality education. The work involves producing a country report on instructional leadership in Kenya’s primary education system, forming part of the Africa Spotlight Series. This project aims to provide evidence-based recommendations to enhance foundational learning outcomes and stimulate national policy dialogue.
Application Process

- A technical proposal outlining methodology, data collection, and a work plan.
- A financial proposal, quoted in USD, GBP, or EUR.

Scope of Work
Primary Objectives:
- Review and adapt existing tools to fit Kenya’s educational context.
- Analyze policies and interview stakeholders at both local and central levels.
- Conduct semi-structured interviews across selected districts.
- Draft, validate, and finalize a comprehensive country report on instructional leadership.
Deliverables:
- Week 1-3:
- Research tools review and PEER profile update.
- Initial report based on document analysis and stakeholder meetings.
- Week 4-7:
- Conduct interviews at the district level and prepare transcripts.
- Week 8-11:
- Interim report and consultative stakeholder workshop.
- Week 12-14:
- Final validation meeting and country report submission (11,000 words).
Required Qualifications
- Education:
Master’s or PhD in social sciences, with a preference for education-focused studies. - Experience and Skills:
- Minimum of 8 years producing research for development agencies.
- Proven ability in qualitative and quantitative analysis.
- Languages:
Fluency in English or French (written and oral).
