Role Overview

The Human Resources Analyst will support HR activities for UNDP’s Rome Centre, ensuring alignment with UNDP policies and strategies. This involves workforce planning, staff performance management, and facilitating knowledge sharing and capacity building. The incumbent will manage HR processes such as recruitment, contract management, and staff engagement to meet the centre’s strategic objectives.

Responsibilities

1. Implementation of HR Strategies and Policies

  • Align HR processes with UN regulations and policies.
  • Assess HR policy impacts and implement measurement and monitoring systems.
  • Design Standard Operating Procedures for HR and oversee their application.
  • Collaborate on staff engagement surveys, designing and executing action plans.
  • Ensure staff well-being through proactive strategy development.

2. Efficient Management of HR Processes

  • Conduct and manage recruitment processes from job posting to selection.
  • Maintain HR data and transactions within the Quantum system.
  • Oversee contractual obligations and coordinate with relevant teams globally.

3. Staff Performance Management and Career Development

  • Manage performance appraisals and competency development frameworks.
  • Advocate and implement learning and development opportunities for staff.
  • Provide counseling on career advancement and professional growth.

4. Knowledge Building and Sharing

  • Facilitate onboarding and mandatory training programs.
  • Establish knowledge networks to disseminate HR best practices.
  • Actively contribute to HR community platforms and discussions.

Qualifications and Competencies

Required Skills

  • Experience in recruitment, data management, and HR operations.
  • Knowledge of ERP platforms (preferably Oracle Cloud).
  • Proficiency in office software and analytical tools (e.g., MS Excel).

Desirable Skills

  • Experience within the UN or a similar multilateral organization.
  • Background in supporting diverse, multicultural teams.

Certifications

  • HR certifications are an asset.
