Background and Purpose of Assignment

The SBC Section in the Programme Group at UNICEF Headquarters is seeking a Consultant to provide technical expertise for deliverables related to:

  • Community Monitoring for Harmful Practices and Social Norms in Social and Behavior Change programming.
  • Facilitating and ensuring quality assurance of UNICEF immunization’s Social and Behavior Change monitoring.
  • Developing specialized monitoring products as part of UNICEF’s Social and Behavior Change Evidence Strategy and the 2026-2030 UNICEF Strategic Plan.

SBC is central to UNICEF’s work and plays a crucial role in achieving long-term social change, fostering community ownership to improve the well-being of children, adolescents, families, and communities. SBC results align with the UNICEF Strategic Plan cycle 2022-2025 and continue to play a key role for the 2026-2030 strategic plan. The consultant will help develop and implement tools and frameworks for SBC monitoring to support the measurement of results at the community level and provide technical expertise on sectoral initiatives like Vaccine Confidence and Immunization Demand.

Scope of Work and Deliverables

The consultant will focus on the following key areas and deliverables:

  1. Community Monitoring for Harmful Practices and Social Norms:
    • Deliverable I: Compilation and adaptation of SBC Community Monitoring Tools for the first pilot (15 February 2025).
    • Deliverable II: Revision of SBC Community Monitoring Tools for the second pilot (30 March 2025).
    • Deliverable III: Final draft of SBC Community Monitoring Tools (15 June 2025).
    • Deliverable IV: In-person training session on Community Monitoring, including preparation of learning materials (30 March 2025). Travel may be required.
  2. Reporting and Revision of Immunization Demand Monitoring Framework:
    • Deliverable I: Draft final report for UNICEF 2024 Demand for Immunization results (15 January 2025).
    • Deliverable II: Review and draft proposal for Immunization and SBC Results Programme Monitoring for 2026-2030 (30 March 2025).
    • Deliverable III: Design and implementation of the revised reporting tool for 2025 (30 December 2025).
    • Deliverable IV: In-person session on Immunization Demand Monitoring, including training materials (15 March 2025). Travel may be required.
  3. Developing Specialized Monitoring Products for the SBC Evidence Strategy:
    • Deliverable I: Draft SBC Community Engagement Map from 2024 CSI Surveys (27 February 2025).
    • Deliverable II: Results deck and analytics for SBC 2025 CSI results (15 May 2025).
    • Deliverable III: Draft mid-term report and end-of-year results for SBC programming in Immunization Demand (15 July 2025).
    • Deliverable IV: Review and proposal for SBC CSI Results for the 2026-2030 UNICEF Strategic Plan (15 August 2025).
    • Deliverable V: Review of SBC Monitoring Toolkit (15 September 2025).

Qualifications

Education: Advanced university degree (Master’s) in Social Science, Behavioral Sciences, International or Public Affairs, Monitoring and Evaluation, or related fields.

Work Experience:

  • 7+ years of experience in program Monitoring and Evaluation.
  • Prior experience in reporting for Immunization Demand and Community Monitoring approaches.
  • Experience in developing Monitoring frameworks for SBC programming at UNICEF or similar organizations.
  • Proven skills in developing Community Monitoring tools and program guidelines (e.g., Playbooks, Toolkits).
  • Experience managing international workshops for SBC monitoring or research.
  • Familiarity with UNICEF SBC M&E Frameworks and Data and Evidence Strategy.

Language Proficiency: Fluency in English (written and oral). Proficiency in French is an advantage.

  • Academic credentials.
  • A financial proposal outlining costs per deliverable and total lump-sum fees for the assignment (in USD).
  • Estimated travel costs and daily subsistence allowance if international travel is required.
  • Availability and any additional costs (visa, health insurance, living expenses).

Terms and Conditions

Consultants must ensure they have current health insurance coverage during the contract period. Payment will be based on satisfactory completion of deliverables. UNICEF reserves the right to withhold payment if deliverables are not met.

U.S. Visa Information

For candidates not holding U.S. citizenship, G4 Visa, or Green Card status, the selected candidate and their household must change their visa status to G4, and their household members will need an Employment Authorization Card (EAD) to work.

Remarks

Consultants will not be considered staff members and will not be entitled to benefits such as leave entitlements or medical insurance. They are responsible for paying taxes in accordance with applicable laws. UNICEF has a zero-tolerance policy on conduct that undermines its mission and values, including sexual exploitation, abuse, harassment, and discrimination.
