Background
UN Women, founded on the principles of gender equality enshrined in the UN Charter, focuses on eliminating discrimination against women and girls, empowering women, and fostering gender equality in all aspects of life. The Regional Office for Asia and the Pacific (ROAP) supports gender equality goals through strategic programme development, policy guidance, and quality assurance for regional offices.
The office has significant experience in governance, women, peace, and security (WPS), including the implementation of the EmPower: Women for Climate-Resilient Societies programme in partnership with UNEP. This initiative addresses the intersection of gender equality, climate resilience, and peacebuilding, emphasizing women’s participation and leadership, particularly in fragile and disaster-prone contexts.
To further advance this work, UN Women seeks a Governance, Peace, and Security Specialist (Climate Change) to lead and support programmes, capacity building, partnerships, and knowledge development in gender, climate, and security.
Key Responsibilities
Programme Development and Strategy
- Lead the design of regional and global programmes on WPS and climate change.
- Provide technical inputs to programme proposals and advise on contextualizing programme strategies.
- Monitor and report on climate-related WPS initiatives.
Capacity Building and Technical Support
- Support country and multi-country offices in developing projects/programmes aligned with global norms.
- Lead strategic missions and provide capacity-building support to stakeholders, particularly in fragile contexts.
- Develop and monitor initiatives supporting women peacebuilders, government actors, and communities.
Partnership Building
- Integrate a gender-responsive approach into climate, peace, and security initiatives.
- Build alliances with civil society organizations, governments, academia, and intergovernmental bodies.
- Provide regular updates on regional developments in climate, disaster management, and gender issues.
Resource Mobilization
- Support resource mobilization strategies for gender, climate, and security initiatives.
- Research donor opportunities and prepare briefs on potential areas of collaboration.
Knowledge Development and Sharing
- Create guidance materials on the interlinkages of climate, peace, and security.
- Produce analytical reports, research papers, and knowledge products on gender and climate security.
- Share lessons learned and best practices across the Asia Pacific Region.
Representation and Advocacy
- Represent UN Women in regional and international meetings on gender, climate, and security.
- Strengthen UN Women’s presence and leadership in relevant dialogues.
Key Performance Indicators
- Delivery of timely, high-quality technical advice and support.
- Effective capacity-building initiatives for regional offices and stakeholders.
- Strengthened partnerships and contributions to resource mobilization.
- Development of strategic knowledge products and policy briefs.
- UN Women’s active representation in key forums.
Qualifications
Education
- Master’s degree in environmental/climate studies, gender studies, human rights, international development, or a related field.
- A bachelor’s degree with two additional years of experience may substitute for a master’s degree.
Experience
- Minimum 5 years of experience in designing and managing programmes on gender, climate, and security, with experience in developing countries.
- Proven ability to establish partnerships and mobilize resources.
- Experience in capacity building, programme analysis, and strategic planning.
- Regional experience in the Asia Pacific and prior UN experience are highly desirable.
Languages
- Fluency in English is required.
- Knowledge of another UN official language is an asset.
