Remote Opportunity: Individual Consultant for Setting Up Alumni Network & Community of Practice for the Kofi Annan Global Health Leadership Program (KAF-GHLP) – AFENET

AFENET is seeking an individual consultant to lead the creation of an alumni network and community of practice for the Kofi Annan Global Health Leadership Program.

This consultancy aims to build a sustainable platform that connects program alumni and fosters ongoing collaboration, knowledge-sharing, and professional development within the global health leadership space.

Invitation for Bids: Independent Evaluation of the Kofi Annan Fellowship in Global Health Leadership Programme (KAF-GHLP)

Background:

The African Field Epidemiology Network (AFENET), on behalf of the Africa Centres for Disease Control and Prevention (Africa CDC), is seeking qualified consultancy firms to conduct an independent evaluation of the Kofi Annan Fellowship in Global Health Leadership Programme (KAF-GHLP). Launched in 2020, the fellowship aims to strengthen the capacity of emerging public health leaders across Africa. To date, Africa CDC has successfully graduated 59 fellows, with 25 more expected in the fourth cohort.

This evaluation will assess the program’s impact on fellows’ leadership skills, professional development, and their contributions to public health across the continent.

Objective of the Consultancy:

The primary goal of this consultancy is to assess the effectiveness of the KAF-GHLP in empowering fellows and advancing their roles in public health leadership. Specifically, the consultant will:

  1. Evaluate Impact on Fellows: Assess the growth of fellows in leadership and technical expertise, and examine how the fellowship influenced their roles within organizations and public health initiatives.
  2. Measure Career and Leadership Outcomes: Analyze how fellows applied the knowledge gained in real-world settings, including their contributions to health policies and programs.
  3. Identify Areas for Improvement: Identify gaps in the program’s curriculum and support structures, and propose recommendations to enhance its effectiveness and outcomes.

Scope of Work:

The consultant will conduct a comprehensive evaluation that includes:

  • Review of program documents and feedback from fellows.
  • Qualitative data collection through interviews and focus group discussions with current and former fellows, mentors, and staff.
  • Quantitative surveys to assess career progression, leadership roles, and contributions to public health.
  • Comparative analysis with similar leadership development programs.
  • Synthesis of findings and actionable recommendations for program improvement.

Deliverables:

  1. Inception Report: Detailing the methodology, data collection tools, and work plan.
  2. Draft Evaluation Report: Initial findings on the fellowship’s impact.
  3. Final Evaluation Report: Comprehensive report with findings, conclusions, and recommendations.
  4. Manuscript for Dissemination: A publication-ready report summarizing evaluation results.
  5. Presentation to Africa CDC Leadership: A presentation of key findings and recommendations.

Duration of the Engagement:

The contract will run for 4 months.

Duty Station:

Remote, with possible travel to Africa CDC offices and locations where fellows are based.

Qualifications of the Firm:

  • At least 10 years of experience in program evaluations, particularly in leadership training or capacity-building in public health.
  • Experience with both qualitative and quantitative evaluation methods.
  • Familiarity with Africa CDC’s mandate and public health landscape in Africa is preferred.
  • Expertise in project management and report writing.

  • Detailed Methodology and Work Plan.
  • Qualifications and Experience of key personnel.
  • Financial Proposal with a breakdown of costs.
  • Previous experience with similar public health evaluations.

Proposal Evaluation Criteria:
Proposals will be evaluated based on the following criteria:

  • Firm’s experience (25%)
  • Relevance and quality of methodology (40%)
  • Qualifications of key experts (30%)
  • Financial Proposal (30%)

The minimum score for technical proposals to be considered is 70 points.
