Position Summary

The M&E and Research Specialist will collaborate with the Managing Director, Associate Managing Director, and Research Program Manager to ensure the quality and timely execution of M&E and research projects. This role provides technical support throughout the project lifecycle, including planning, tool development, data management and analysis, reporting, and client communication. The position requires strong teamwork across Field, Translation, IT, and Research teams. The Specialist may work on one or multiple projects, individually or as part of a team, as directed by senior management.

Responsibilities & Duties

Systems Development

  • Create project work and implementation plans.
  • Design and refine project methodologies and tools for various sectors (e.g., FSL, WASH, Health, Education, Protection).
  • Collaborate with the project team to define information needs and data collection procedures in accordance with Do No Harm Principles and Core Humanitarian Standards.

Data Management and Analysis

  • Conduct research in collaboration with interns, SREO teams, clients, and partners.
  • Communicate data collection requirements and work plans to Field Coordinators.
  • Ensure data is collected and processed timely and accurately in collaboration with Field Coordinators and the Translation team.
  • Compile and analyze data to draft M&E research products and client reports.
  • Track project timelines and organize project data and products with the Research Program Manager.
  • Analyze M&E data to provide actionable insights for decision-making and adaptive project management.
  • Manage information sharing mechanisms to support client staff.
  • Facilitate periodic progress reviews and ensure accountability and learning through reviews and evaluations.
  • Oversee documentation and sharing of program impact and learning.
  • Promote internal and external sharing of learnings from evaluations.
  • Support external consultants and evaluators.
  • Contribute to project learning reviews and client reports as needed.

Reporting and Communication

  • Draft, revise, and finalize project deliverables including inception reports, data reports, recommendations, and presentations.
  • Plan and facilitate inception meetings with clients for detailed activity and M&E planning.
  • Manage relationships with clients to ensure M&E systems meet project needs and support adaptive management.
  • Regularly meet with stakeholders and project staff to communicate requirements, set expectations, and present findings.

Business Development

  • Provide technical advice to the Business Development Team for technical proposals as requested.

Capacity Development

  • Participate in professional development sessions.
  • Supervise and mentor graduate research interns.
  • Foster a respectful and culturally aware working environment.
  • Develop and deliver training for client staff and partners on project management systems and M&E tools.
  • Research and disseminate new approaches and frameworks relevant to M&E and the development sector.

Qualifications and Skills

Required:

  • Master’s degree in a relevant field (e.g., M&E, development, research, data analytics).
  • Minimum 4 years of experience in M&E with a focus on management.
  • Experience in primary quantitative and qualitative data collection.
  • Proven ability in managing quality assurance and performing data quality checks.
  • Experience in managing small-scale M&E and research projects.
  • Strong skills in planning, coordination, communication, and presentation.
  • Fluent in English (speaking, reading, writing).
  • Effective time management and problem-solving skills.
  • Proficiency in Microsoft Office, particularly Excel.
  • Experience with quantitative and qualitative data analysis tools (e.g., Kobo Collect, SPSS, Qualtrics, NVivo).

Desirable:

  • Knowledge of M&E principles and challenges.
  • Sectoral expertise and understanding of humanitarian principles.
  • Familiarity with the context in SREO’s operational countries (e.g., Syria, Iraq, Libya).
  • Experience with large donors (e.g., UN, USAID, FCDO).
  • Skills in innovation, strategic thinking, and change management.
  • Additional language skills (e.g., French, Arabic, Spanish).
