Terms of Reference: Senior Communications Consultant

Introduction 

Transform Health is a global coalition of organisations dedicated to achieving health for all in the digital age. Transform Health sets out to build a global movement that brings together organisations and institutions across different sectors, committed to achieving universal health coverage by 2030 by expanding the use of digital technology and increasing access to data. We campaign and collaborate with the individuals, communities, governments, organisations and institutions that are most affected by the lack of access to equitable, affordable and high-quality healthcare.

Scope of Work

We are seeking a senior communications consultant to lead the development of a strategic communications strategy that will guide Transform Health’s communications efforts over the next three years (2025-2027) with a five year horizon up to 2030. The strategy should align with the coalition’s overarching goals and ensure effective and strategic use of communications to deliver on the coalition’s mission, objectives, initiatives, and impact on key stakeholders. 

The consultant will have the following responsibilities:

• Conduct a thorough assessment of Transform Health’s current communications strategy and approach.
• Engage with a few selected coalition partners to understand the coalition’s communication needs, priorities, and expectations.
• Develop a long-term communications strategy (2025-2027) that outlines clear objectives, strategic approach and proposed activities, target audiences, messaging frameworks, channels for dissemination and crisis management plan. This strategy should include:
  • Detailed implementation plan with clear timelines, responsibilities and resource requirements. 
  • Specific activities and interventions to complement and support greater impact of broader policy, advocacy and campaigning efforts.
  • Metrics and monitoring mechanisms to track the effectiveness of communication activities to adjust strategies as needed.
  • Recommendations for enhancing the coalition’s brand identity and positioning within the digital health, and wider global health, ecosystem.
• Work with Transform Health national coalitions to develop a guidance document to support the national coalitions to design their long-term communications strategies, that are contextualised to the local contexts but in-line with the coalition’s overarching strategy.

Deliverables

The consultant will deliver the following:

• Communications landscape analysis report.
• Long-term communications strategy document (12-15 pages). 
• Guidance document for national coalitions to help develop their communications strategies.
• A presentation to communicate the new strategy to key stakeholders including coalition partners, donors and boards of directors etc.

Experience and qualifications

The ideal candidate should possess the following qualifications and experience:

• At least 15 years of demonstrated experience in strategic communications, preferably within the global health or international development sectors.
• Proven track record in developing and implementing comprehensive communications strategies for not for profit organisations, complex initiatives and/or coalitions.
• Strong understanding of digital health, universal health coverage, and the global health policy landscapes.
• Excellent analytical, writing, and presentation skills and demonstrated ability to synthesise information and present it in a compelling way to a range of audiences. 
• Ability to work collaboratively with diverse stakeholders and multicultural teams.
• Graduate degree in communications, public health, international relations, or related field preferred.

Reporting 

The Senior Communications Consultant will report directly to the Executive Director and work closely with various members of the Enabling Function (secretariat) of Transform Health.

Duration and Budget

The duration for this project will be 4 months (between September 2024 and January 2025) at 5 days per month with a daily rate of USD 500-750 depending on experience.
