European Commission Grant Compliance Expert

Duration of freelance contract: To be decided, but the timeframe for developing and completing specific deliverables will likely be Sept / Oct 2024 (exact dates subject to EC contract signature and inception timeframes).

Contract: Freelance

Location: Flexible, involving collaboration with colleagues in different time zones, including the UK.

Terms of Reference:

BBC Media Action is looking for one or more European Commission (EC) grant compliance expert(s) with experience of supporting compliance for large scale EC grants delivered by consortia.

Background

BBC Media Action has been selected to lead a multi-country European Commission Financial Framework Partnership Agreement (FFPA) grant aimed at improving the viability and quality of public interest media, under the Thematic Framework Partnerships for Human Rights. The project will be delivered by BBC Media Action country teams alongside a consortium made up of nine media development partners.

Innovative Locally Led Solutions for Protecting Independent Media Worldwide will work across 20 countries with eight local and regional media sector partners, to deliver a range of support for independent media outlets and practitioners; and enhance sector-level coordination.

Scope of Work / specific deliverables:

1) Draft a fully EC compliant sub-contracting template for use with consortium partners, based on EC standard terms and conditions for grants issued under an FFPA, ensuring that all EC terms and conditions are effectively ‘flowed-down’ to sub-grant recipients. Provide ad-hoc advice to BBCMA management team on related components.

2) Develop a comprehensive partner handbook setting out in detail all grant compliance requirements for BBC Media Action and consortia partners, to cover the following areas, plus any others identified during the assignment;

o Financial management and budget forecasting

o Financial support to third parties (FSTP)

o Procurement (including gender-sensitive procurement

o Per diems

o Co-financing

o Reporting templates

3) Building on the partner handbook, develop a set of suitable EC project compliance training materials which covers all partner handbook content and then deliver a series of online (via Teams) deep-dive training sessions for i) key members of BBC Media Action’s project management team; and ii) consortium partners.

Experience

  • Comprehensive knowledge and understanding EC donor requirements, in particular FSTP and EC co-financing.
  • Good experience of EC sub-granting, financial reporting and audit management.
  • Good communication skills, including written and spoken English
  • Working knowledge of Microsoft 365 applications
