Feed International is hiring a Regional Finance Manager (flexible position in various locations): Apply!!

SUMMARY:

The Regional Finance Manager will contribute to the financial management of Feed International Country Offices mainly in Kenya, Malawi, Uganda, Tanzania or any other country offices as assigned. The position supports the following areas: Financial accounting, Operations support budget preparation, financial reporting, audit/internal controls review and systems support. The role will oversee the Country Offices finance teams and will report to the International Finance Manager with a dotted line reporting to the Regional Director. The Regional Finance Manager will work with HQ finance team on month end close, year end procedures and other common finance duties as assigned including coordination of audits. This is a hybrid position and can be based in any of the countries listed above.

KEY AREAS OF ACCOUNTABILITY:

  • Work with the International Finance Manager to provide guidance on financial accounting issues and audit support to country offices.
  • Effectively communicate and present critical financial matters to the Regional Management Team, Funders, and other external stakeholders.
  • Work with the Regional Management Team to develop and implement robust systems of internal controls and ensure general management of risk and control environment.
  • Monitor and review operational budgets to support financial stability, ongoing program viability, efficient cost structures, and appropriate spending.
  • Support funder-initiated financial reviews for FEED International portfolio.
  • Coordinate the resolution of all QuickBooks and other accounting system issues.
  • Oversee and review of all financial documentation uploaded for Feed International Country Offices.
  • Train and Orient staff on new accounting systems and business processes as they relate to finance.
  • Provide and document the financial tracking and monitoring of ledgers, accounts, and related financial documents.
  • Support the creation of financial reports and other required financial disclosure documents.
  • Produce reports and follow-up on any Country Offices outstanding advances (workshop and travel) for review by the International Finance Manager.
  • Review financial reports of all sub-awardees for processing monthly.
  • Providing guidance to Country Offices for financial files management and maintenance.
  • Assist in the review of payroll systems.
  • Monitor the project’s operational plan and provide guidance for the performance and goal achievement of the project’s finance, budget, administrative and procurement matters.
  • Overall responsibility of FEED International Goods in Kind system.
  • Oversight of Fleet management policies and processes.
  • Work closely and transparently with all external partners, including third-party vendors and consultants, directly requested by HQ.
  • Provide oversight to the finance and administration Country Office POC and ensure their compliant and efficient support of the project’s activities.
  • Ensures continual review of internal and strategic controls, communications, risk assessments, and maintenance of documentation.
  • Supports partners as needed to ensure sound financial management and operations.
  • Ensures that sub-contracts, sub-grants, and HR Requested locally sourced consultancy documents and procedures are completed in a timely and correct manner and comply with FEED and funder policies and regulation.
  • Serve as a member of the Regional Management Team.
  • Adapt policies from HQ for local implementation.
  • Other duties as assigned.

QUALIFICATIONS:

Qualifications & Experience:

  • Degree in Accounting; Business Administration or related field
  • 10+ years of proven experience in finance and operations
  • Knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds.
  • Professional accounting certification, including ACCA, ICAM, CIMA
  • Working knowledge of finance and regulatory standards (GAAP) and International Finance Reporting Systems (IFRS)
  • 5+ years’ experience as a Financial Manager
  • Demonstrable skills in the development of finance and accounting policies, procedures, and systems in the context of an international NGO,
  • Fluency in both English.

Technical Competencies:

  • Strong working knowledge of detailed financial data analysis
  • Demonstrated experience with management and or administration for USAID projects, including experience managing cooperative agreements and sub-awards.
  • Working knowledge of USG regulations and reporting
  • Exemplary history of financial and operations project management
  • Proficiency with computer applications that include accounting systems.

Organizational Competencies and Other Special Requirements:

  • Excellent communication skills in presentations, both verbal communications and writing skills
  • Good interpersonal skills (tact, diplomacy, discretion, and impartiality) are essential for this position,
  • High level of good organizational and administrative skills with an ability to work well under pressure.

  • Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop the financial skills of colleagues.
