InterAction is soliciting Expression of Interest (EoI) from consultants to develop at least one advocacy brief (up to five pages and accompanying documentation and references) for an identified audience, to potentially include senior humanitarian leadership, humanitarian aid implementers, and/or humanitarian aid donors.


InterAction’s Shelter and Protection teams have been engaging in conversations related to housing, land, and property rights, including co-organizing the Conference on Housing, Land, and Property Rights in Crisis Contexts. Many humanitarian interventions require access to land, housing, property, or natural resources. Therefore, it is imperative that humanitarian aid implementers understand HLP rights and how to address them in programming. Despite the acknowledgement of the importance of HLP rights in humanitarian programming, actors have been slow to consistently consider HLP rights in their programming. InterAction is seeking to influence donors and humanitarian leadership to prioritize access to HLP rights across crisis response and prevention programming.

A one-year advocacy strategy is being drafted by InterAction’s HLP Task Team, with objectives focused on due diligence, climate, and protection. Strategy activities include advocacy briefs targeting specific audiences. The consultant will develop at least one advocacy brief in support of the identified objectives in consultation with InterAction staff and Members.

Expected activities and deliverables

  • Clearly understand the objectives and target audience and familiarize yourself with relevant technical materials.
  • Develop at least one advocacy brief (up to five pages and accompanying documentation and references) with recommendations on housing, land, and property rights for intended audience (to be decided with InterAction Members).
  • Liaise with InterAction Members and partners, especially the InterAction HLP Task Team; HLP, policy/advocacy, and sector experts; and other stakeholders as needed.
  • Follow InterAction’s style sheet and branding standards (style sheet and branding guidelines will be provided)


  • Previous experience drafting policy/advocacy briefs with targeted recommendations in the humanitarian sector
  • Have good understanding of humanitarian principles and related terminology, especially housing, land and property rights, as well as inclusive, accessible, and plain language principles.
  • Understand communications and advocacy messaging and strategy development
  • Previous technical experience with housing, land, and property rights preferred.

Period of Performance

It is expected the work will extend over a period of a few months, with approximately eight working days. Consultant should be available from September 2024 to December 2024. All timelines are subject to change based on mutual agreement. All work will be carried out remotely and consultant needs to be available for virtual meetings held in US East Coast time zone.
