PMO/Project Management Consultant Statement of Work (SOW)

Project Title: Establishment of a Project Management Office and Technical Support

Project Timeline: Total Duration: 6-8 months

  • Month 1-3: PMO planning and setup
  • Month 3-6: PMO launch and rollout
  • Month 7-8: PMO training, reporting and technical support

Project Description:

This SOW outlines the services required from a Project Management Consultant to assist in setting up a Project Management Office (PMO) within the organization and to provide technical support for the first three months following the PMO rollout. The consultant will provide expert guidance, strategic planning, and execution support to ensure the PMO launch is aligned with organizational goals and is completed within the stipulated timeframe.


  • Establish a fully operational PMO to standardize project management processes and enhance execution efficiency across the organization.
  • Provide comprehensive support for the PMO launch and initial rollout period, ensuring minimal disruption and maximizing value creation.

Scope of Work:

PMO Setup:

  • Conduct an initial assessment of current project management practices and capabilities.
  • Develop a PMO charter, including vision, mission, and objectives.
  • Define PMO roles, responsibilities, and governance structure within the Strategic Management Office.
  • Establish PMO policies, processes, and templates for project management.
  • Develop and/or select project management tools and software.
  • Develop annual budget for PMO office to support project management across organization

Technical Support in PMO launch and rollout:

  • Design and support the launch the PMO, including its intranet launch
  • Train key staff on PMO processes and tools.
  • Develop a change management strategy to support the PMO rollout.
  • Create communication plans to engage stakeholders and maintain transparency throughout the PMO implementation.
  • Define key performance indicators (KPIs) for projects and the PMO’s operational effectiveness.
  • Set up a reporting system for monitoring project performance, resource allocation, and PMO impact.
  • Establish a review and continuous improvement process for the PMO.

Key Deliverables:

  • PMO Charter
  • Project Management Policies and Process Manuals
  • Training Materials and Sessions for PMO Processes
  • PMO templates, tools, and software (project charter, project management plan, project budget, project register, project reporting/aggregation including dashboard)
  • Fiscal Year 2025 PMO budget
  • Intranet site (input for IT office development)
  • A document detailing strategy for managing change during the PMO implementation and operational phases
  • A framework and toolset for capturing and reporting on project and PMO performance metrics.

Consultant’s Qualifications:

  • Minimum of 8 years of experience in project management, with at least 3 years in PMO setup and management.
  • Certification in project management (PMP, PRINCE2, or equivalent).
  • Strong leadership and organizational change management skills.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Proficient in project management software and tools.


The consultant will report directly to the Senior Director for Strategic Initiatives (SDSI) and will provide weekly status updates.

Cost: Market rates for a full-time consultant based on qualifications and 6–8-month timeline.
