About the position
The Monitoring, Evaluation and Learning (MEL) Specialist plays a critical role in supporting the Philanthropy team as we advance our Monitoring, Evaluation and Learning (MEL) systems. This position works closely and collaboratively with members of the Programs team and directly supports the Monitoring and Evaluation Senior Manager in measuring the effectiveness of programs and funded projects and ensuring they are achieving their desired outcomes.
The MEL specialist will be part of a team of three members and contribute to the Philanthropy team’s capacity building efforts for staff and grantees, particularly in designing, and implementing trainings and strategies to measure the effectiveness of programs and grants.
S)he combines a working knowledge of technical MEL practices with excellent communication and collaboration skills. The Philanthropy team is passionate, collaborative, and driven. Colleagues depend on each other to move our mission forward.
The MEL Specialist will be required to work collaboratively, handle multiple priorities and activities across the entire program portfolio. The MEL Specialist will provide direct service to internal and external stakeholders. (S)he will be a well-organized, flexible individual and self-starter with strong verbal and written communication skills who thrives in a fast-paced, globally diverse setting and is comfortable working in a start-up environment. A solid history of collaboration within and among teams is a must, as well as demonstrating initiative and resourcefulness. Fluency in French is a requirement for this position.
Essential Duties and Responsibilities
- Provide MEL technical support to Philanthropy staff by developing/revising indicators for projects and programs success, participatory learning sessions, including reflections and recommendations.
- Work with the MEL senior manager to support grantees and grant specialists, including being responsible for providing webinar training, develop guiding materials and resources, planning and management of MEL workshops and supporting Program’s events (reflection calls, program kickoff, roundtables, etc), regular consultation and real time support for their MEL needs to develop institutional MEL capacity.
- Advise and assist grantees with the monitoring, evaluation and learning processes, activities and products during the project cycle including developing MEL plans, indicator frameworks, evaluation and learning approaches.
- Work with other members of the team to achieve organizational goals and advance Philanthropy’s Learning agenda and related efforts through rigorous application of MEL and feedback processes across programs.
- Work with MEL senior manager and Program staff to improving efficiency and effectiveness of projects and programs by identifying bottlenecks and developing mitigation plans.
- Prepare internal and external communications materials on Foundation’s monitoring, evaluation, and learning efforts, including blog posts, articles, presentations, etc.
- Travel internationally either conducting grantee engagement, data collection, field research or conducting trainings.
- Support Foundation’s data quality efforts through conducting data quality spot checks.
- Foster and contribute to initiatives that build an equitable and inclusive workplace that embraces diverse identities, backgrounds and experiences.

Desired Qualifications
- Undergraduate degree in political/social science, international relations, or related field. Graduate degree preferred.
- Minimum three years of professional experience in the international development sector, with at least two years of professional experience in MEL related roles.
- Demonstrated understanding of the program theory-based approach to program design, monitoring and evaluation.
- Excellent knowledge and use of a range of monitoring, evaluation and insight methodologies (ideally, including Theory of Change and use of outcomes tools).
- Experience in collecting and analyzing qualitative and quantitative data; experience in designing tools and strategies for data collection, analysis and production of reports.
- Ability to design and conduct evaluations, including designing methodology and commissioning and managing external contractors
- Familiarity with both qualitative and quantitative data analysis software, such as SPSS, STATA, R, NVivo, or Dedoose, preferred.
- Extensive project management experience, excellent organizational skills, and an ability to work across a range of projects.

- Strong training & facilitation skills.
- Excellent verbal and written communication skills in French and English. Additional language skills in Spanish is a plus.
- Demonstrated understanding / interest in the ISOC Philanthropy’s goals and knowledge of philanthropy and grant making in the digital inclusion, connectivity and acces sector.

Compensation and benefits for this position will be paid in local currency and based on the country and geographic location’s local salary and benefits market data for the position. Exact pay will be based on factors including but not limited to relevant qualifications, experience, geographic location, education, business and organizational needs.
