The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation and Realdania.

Position Description
The Climate Action Implementation (CAI) directorate oversees C40 programmes that support cities to accelerate implementation of the full range of actions from their Climate Action Plans (CAPs). Actions cover mitigation and adaptation with a strong focus on health and ensuring inclusive climate action. The directorate is responsible for ensuring strong cross-team, global and regional coordination and delivery to support climate action implementation through funded programmes. The CAI directorate plays the leading role particularly in mapping funding opportunities, developing proposal development, programme set up, reporting and overall engagement with national government donors.
The postholder will work with the CAI Directors and Managing Director to ensure effective collaboration across multiple teams, funders and partners, supporting key business development functions. This will include the scoping of new opportunities and inputs to proposal and programme development, building understanding on behalf of the organisation of the ODA donor landscape and providing analytical analysis to support the team’s aim in programme development, ODA fundraising and Climate Action implementation for our cities. The postholder will also form part of the 3 person secretariat of the Accelerated Implementation (AI) Board, an internal C40 board established to ensure the organisation can effectively support member cities to implement and mainstream their CAPs.
The postholder will work as a key member of this small, dynamic, fast-paced team. This team has been created to work in a particularly collaborative way, which allows exciting opportunities for its staff to develop in their roles and take on a variety of responsibilities, with daily interaction with senior leaders and a variety of experts across the C40 organisation.
Responsibilities:
- Provide analytical, drafting and project management support to – and in some cases lead – bid or proposal development for the CAI team or other C40 teams responding to government donor requests. Working to develop programmes that deliver for C40 cities and donors alike. Building an expertise in this area to include what has worked well in the past and what donors are looking for in proposals.
- As part of the secretariat for the Accelerated Implementation Board, draft and lead the production of presentations, reports and meeting notes, conduct data analysis on key implementation gaps and challenges for C40 cities and their implementation of the full range of climate action. Present and facilitate during board meetings where needed.
- Work as part of the virtual Business Development Team to support the development of new major climate action programmes to support implementation in C40 cities. In addition lead the production and presentation of data analysis to inform the fundraising strategy of C40. Support programme management and lead elements of coordination across the Climate Action Implementation team and with other C40 teams.
- Keep abreast of the latest updates and intelligence (e.g. calls for proposal, tenders) from the government donor community, actively connecting these with the work of the different sectoral and cross-cutting teams to assist in their fundraising efforts.
- Support the team to plan and deliver meetings with partners and funders creating written communications (e.g. PowerPoint slides and presentations) for internal and external use, and collecting inputs from C40 teams to advance proposals and/or discussions with the donor.
- Contribute to or lead the implementation of project management tools in large programmes under CAI. Developing lessons learnt and best practices to support large programme development and set up e.g. facilitating a theory of change.
- Lead knowledge management and work tracking for the team, ensuring information is available, organised, easy to access and up to date, as well as following up with team colleagues on pending tasks
- Lead and input into specific tasks that support the team’s work plan – including completing bespoke research or analysis on topics, collating and gathering information or facilitating discussion or exchange.
- Ad hoc support in the delivery of two of C40’s major programmes – the UK funded UCAP CAI programme and Laneshift, funded by The Climate Pledge.
- Additional duties as requested, including specific programme development and implementation.
Person Specification:
- Experience in government, business or NGO sectors with a focus on cities, sustainability, climate change and/or climate finance. Some previous experience in a business development type role is strongly desired.
- Resourceful, motivated, efficient and proactive in identifying new opportunities to help the team, with the ability to connect the dots with other teams and opportunities, enabling the organisation to effectively support member cities.
- Strong ability to work alone, proactivity to problem solving and the production of high quality first drafts
- Good strategic thinking skills
- Fluency in English. Good written and verbal communication skills in English. Ability to communicate complicated information in a clear and concise manner to a variety of audiences.
- Good problem-solving skills and analytical capabilities.
- Excellent organisational, project and time management skills with the ability to effectively manage/coordinate simultaneous projects and successfully prioritise multiple tasks with sound judgement.
- Excellent attention to detail.
- Comfort with uncertainty and evolving briefs
- Excellent collaboration skills and the ability to work across teams independently
- International experience working across different cultures, languages and time zones desired.
- Strong overall computer skills, with advanced proficiency in MS Word, Excel and PowerPoint is required. Familiarity with project management tools, such as Asana, is an advantage.
