than 35 member states. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as
Health and Social Development.

BMZ has commissioned GIZ with the project Strengthening Crisis and Pandemic Response in
Africa (SCPRA). The project aims to enhance the resilience of the Africa Centres for Disease
Control and Prevention (Africa CDC) by strengthening organisational development and project
management capacity as well as partnership management. One of the areas of support is the
establishment and implementation of the Africa CDC’s Digital Transformation Strategy (DTS).
The Africa CDC’s Digital Transformation Strategy aims to enhance disease surveillance and
response, improve healthcare delivery, and support sustainable development through digital
solutions. To realise this vision, GIZ supports the building of institutional capacities by providing the needed human resources to implement this cross-cutting strategy.
To this end, GIZ seeks to support the Africa CDC with the recruitment an experienced Digital
Delivery Expert to lead and manage the execution of its overarching digital strategy flagships.

Core Responsibility
In your role as Digital Delivery Initiatives (DDI) Expert, you will provide support to the Africa
CDC in implementing its Digital Transformation Strategy. The execution of the DTS will play a
crucial role in strengthening the digital capabilities of the organization. You will report directly
to the Director, Centre for Digital Health and work closely with division heads and external

manager outside the scope of the job description.
This position is assigned to GIZ salary band 4.
Main Tasks

  • Project Leadership and Oversight: Spearhead a diverse portfolio of digital health projects, ensuring strategic alignment with Africa CDC’s objectives and delivering impactful
    outcomes to Member States.
  • Partner Collaboration: Act as the operational point of contact for Africa CDC digital partners, facilitating seamless collaboration, communication, and alignment on project goals
    and expectations.
  • Guidance and Feedback: Provide strategic and operational support to project teams and
    partners, ensuring best practices in digital health implementation and project management.
  • Project Management Office (PMO) Support: Establish and lead the PMO to oversee
    project planning, execution, monitoring, and reporting, ensuring adherence to timelines,
    budgets, and quality standards.
  • Communication: Engage with internal and external stakeholders to promote project objectives, gather requirements, and ensure stakeholder buy-in and satisfaction.
  • Capacity Building: Mentor and support project teams and partners in project management methodologies, digital health best practices, and technology adoption.
  • Risk Management and Compliance: Identify, assess, and mitigate project risks, ensuring compliance with legal, regulatory, and policy frameworks.
  • At least a master’s degree in Computer Science, Business Administration, Information
    Systems, Public Health, or a related field.
  • A minimum of 10 years of experience in a digital transformation role, preferably within the
    public health sector.
  • Proven experience in implementing digital strategies and solutions at the organizational
  • Excellent leadership skills and ability to mentor and develop junior team members.
  • Proven experience in stakeholder management, with excellent negotiation and communication skills.
  • Extensive knowledge of digital health systems, infrastructure, and data governance.
  • Familiarity with laws and regulations related to digital health.
  • Strong project management skills.
  • Excellent oral and written communication skills in English; communication skills in French
    or other AU working languages will be an added advantage.
