The ENERGIA network, hosted by Hivos, is seeking a consultant that can fulfil a joint position for Junior Project Officer (JPO) for 3 days/per and Project Assistant (PA) for 1 day/wk.
ENERGIA is an international network focused on gender and sustainable energy, working towards equal and equitable access to sustainable energy services as a human right. The network is coordinated by an international secretariat that manages its international programs and collaborates with key actors such as program partners, the Advisory Group, and Technical Advisors. Hivos provides the legal framework for ENERGIA’s programs, executing all legally binding contracts with donors, partners, staff, and those engaged in the network’s professional activities.
Job Content
As the JPO/PA, you will provide program support services, ensuring high-quality, accurate, and consistent work. You will contribute to the performance of the ENERGIA international secretariat, providing both administrative and technical support.
Your responsibilities will include:
Role as Junior Project Officer
- Supporting the management, implementation, and monitoring of program activities.
- Managing and coordinating project administrative in line with Hivos’ procedures.
- Supporting annual work planning, progress reporting to donors, procurement, due diligences, quality management, and acquisition procedures.
- Assisting with internal/external audits and financial reporting.
- Checking the correctness and completeness of contracts and monitoring program partners’ key milestones and deadlines.
- Supporting the monitoring and administration of key milestones/reporting for the projects and programs.
- Supporting communications, knowledge management and dissemination activities as required.
- Actively facilitate internal management meetings.
- Helping to improve work processes and engaging in quality improvement activities.
Role as Project Assistant
- Managing and coordinating secretarial activities in line with Hivos’ procedures.
- Managing payments to partners/consultants/ENERGIA team by uploading and processing invoices/request for payment/reimbursement
- Booking flights and accommodation for team/partners/consultants
- Assisting with the planning, implementation and logistics of internal and external team meetings/workshops, missions, and donor meetings.
- Maintaining current distribution lists of partners and other key stakeholders.
- Uploading and maintaining partner/consultant/project/program details and files on the Hivos network and informant management system in ALL Solutions.

The ideal candidate should be committed to the mission statements and values of Hivos/ENERGIA and possess the following qualities and skills:
Education and experience:
- A bachelor’s degree with at least one years of professional experience in program management/administration, monitoring, and partner relationships.
- Proven experience in organizing events and managing projects and international teams.
- Experience with international development organizations.
Interest and knowledge:
- Interest in working with an international development organization and in gender equality/women empowerment, energy, and climate justice.
- Knowledge of social development issues.
Skills:
- Strong organizational skills: Able to manage and prioritize tasks effectively.
- Flexibility and positivity: Can adapt to different tasks within ENERGIA’s programs and maintain a positive attitude.
- Able to manage a high and demanding workload, demonstrating excellent multi-tasking skills.
- Attention to detail and time management skills: Meticulous and can manage time efficiently.
- Have excellent interpersonal skills, the ability to work independently and in a team, strong analytical skills, and attention to detail.
What we offer
This will be consultancy-based contract for 32hrs/week, starting 15 March 2024 and ending on 31st December 2024 and working in a stimulating work environment in a professional international organization with dedicated staff. Our preference is for the consultant to be based at Hivos Global Office in The Hague, but working remotely is also possible.
