About the Digital Transformation Centre Kenya

The Digital Transformation Centre (DTC) Kenya is a project commissioned by the German
Federal Ministry for Economic Development and Cooperation (BMZ) and the European Union (EU). It was established to support the country’s digital transition towards a sustainable and human-centered digital economy and society. The DTC capitalizes on the existing digital and innovation ecosystem and seeks to strengthen it, while also looking at the wider societal impact of digital technologies. Through establishing strategic partnerships across a wide spectrum of public, private, and civil society actors, the DTC’s engagement encompasses several components and flagships, such as the Data Economy Flagship.

About the Data Economy Flagship

The Flagship promotes the development of a data-driven economy by advancing the
implementation of data regulation and testing the sharing of data to drive local innovation and local value creation for sustainable economic development.  Kenya is a country that continually seeks to develop innovative ways to meet its Vision 2030 objectives, key among them, the “achievement of national food security” that is to be fueled by the agricultural sector.

The government has therefore set up various initiatives and programs to transform the various economic sector, build capacity and deliver on digital infrastructure for accelerating this objective. The Data Economy Flagship has therefore set itself up as a development partner that seeks to strengthen local capacities to shape the digital transformation and can report that Kenya is the first partner to collaborate on data-driven solutions for the benefit of its citizens, the economy and the environment.

Responsibilities

A.   Responsibilities

The Intern is responsible for:

  • Supporting the technical advisors in designing and implementing
    the DTC’s activities related to the Data Economy Flagship
  • Together with public and private sector partners,
    support the design and development of data-driven solutions
  • Together with public and private sector partners,
    support the development of data-sharing agreements between relevant actors
  • Provide support towards the conceptualization,
    development and roll-out of training measures on digital skills, e.g., data
    privacy, IT security etc.
  • Conduct research and provide advice on the
    development of data policies for a sustainable data economy
  • Support the planning, procurement processes, financial
    management and monitoring of the project activities
  • Contribute actively to reports (regular and ad-hoc),
    PR materials, and other related tasks to reporting and communication for the
    DTC
  • Support the coordination of activities closely with
    the global Data Economy project to ensure alignment.

B.   Tasks

The Intern will perform the following tasks under disciplinary supervision of the Digital Economy Component Lead and in close collaboration with the Technical Advisors.

Support the implementation of project activities

Supporting the implementation of the DTC’s activities related to the Data Economy Flagship. This includes, e.g.:

  • Design and implementation of Data Economy Use cases, by drafting terms of reference and coordinating external consultants
  • Design and implementation of training activities around data management, data sharing, data economy
  • Policy processes regarding digital policies, e.g. open data
  • Data sharing agreement (B2B; B2G) related questions such as data management, data rights, data security and data access
  • Development of contract and coordination of external contractors
  • Support activities by implementing partners, follow-up and ensure that quality results are delivered on time

Partnerships and network management

  • Support in initiating and managing partnerships
    with government, private sector, academia, and civil society actors in
    Kenya for the project.
  • Support the coordination
    and management of a network of project partners consisting of Kenyan
    stakeholders
  • Support in ensuring positive
    and productive relations with implementing partners, and other
    stakeholders
  • Support the alignment with the global Data
    Economy project activities

Other duties/additional tasks

  • Performs other duties and
    tasks in the context of Digital Economy as assigned

 C.   Profile

The Intern should have the following qualifications, competences and experiences;

Qualifications

  • University Degree in Computer Science, ICT policy or a related field preferably in the technology sector

Professional experience

  • At least 1 year of work experience in the area of data governance, data privacy, cybersecurity, ICT policy e.g. through research projects, internships etc. is preferred but
    not mandatory.
  • Experience in project management (conceptualization, planning, coordination, steering,
    monitoring)
  • Good understanding of data economy, data governance models, data sharing agreements, data protection, and cybersecurity.
  • Proven skills and experience in networking and fostering partnerships.
  • Experience in working with and/or advising government institutions on digital topics; a focus on data governance and data policies is desirable.
  • Knowledge of the Kenyan legal and policy frameworks on privacy, data governance and intellectual property rights is considered a strong advantage.

Other knowledge, additional competence

  • Excellent communication and presentation skills
  • Demonstrated ability to communicate in both written and spoken
    English at high level. Knowledge of Kiswahili is an advantage
  • Ability and willingness to work in a dynamic local and global team
    under minimal supervision
  • Strong interpersonal skills and a willingness to
    cooperate effectively with colleagues and partners
  • Self-starter, who works independently and has a
    flexible attitude but is a strong team player simultaneously
  • Very good working knowledge of ICT technologies
    (related software, phone, email, internet), Excel and other computer
    applications (e.g. MS Office);

D.   Duration of Assignment: The duration of the assignment will be 6 months.

E.   Duty location: The duty location is Nairobi.
